HLS 17RS-861 REENGROSSED 2017 Regular Session HOUSE CONCURRENT RESOL UTION NO. 104 BY REPRESENTATIVE EDMONDS WORKFORCE DEVELOPMENT: Requests the Louisiana Workforce Commission and the Louisiana Department of Veterans Affairs to study employment practices and professional licensing requirements to benefit veterans in the workforce 1 A CONCURRENT RESOL UTION 2To urge and request the Louisiana Workforce Commission and the Louisiana Department 3 of Veterans Affairs to study employment practices and policies as well as various 4 professional licensing requirements, certification requirements, and training 5 programs, to benefit veterans in the workforce and report their findings to the House 6 Committee on Labor and Industrial Relations and the Senate Committee on Labor 7 and Industrial Relations by February 15, 2018. 8 WHEREAS, in the course of pursuing the basic mission of national defense, our 9nation's armed forces produce significant benefits to the economy including the support of 10scientific research, infrastructure development, and investment in human capital through 11extensive personnel training; and 12 WHEREAS, as of March 2017, there were more than one million two hundred 13thousand members of the military on active duty and more than eight hundred thousand on 14reserve serving the United States of America in our country and around the world; and 15 WHEREAS, annually, nationwide, approximately two hundred thousand veterans 16leave the armed forces; and 17 WHEREAS, the military is a selective employer which institutes unparalleled 18educational and training opportunities, most of which have professional civilian career 19counterparts; and Page 1 of 4 HLS 17RS-861 REENGROSSED HCR NO. 104 1 WHEREAS, because of the large number of military service members who leave the 2armed forces each year, the benefits of military training for both basic and specialized 3careers are particularly critical to the continued productivity and specialization of the civilian 4workforce, as well as being a perfect fit for this already-trained and ready workforce; and 5 WHEREAS, barriers to the transfer of recently discharged veterans into the civilian 6workforce to careers for which veterans have been trained is disheartening to veterans and 7a loss of a valuable resource to a potential employer; and 8 WHEREAS, because of a veteran's proven devoted service to our nation and 9unparalleled experience, it is equally beneficial to the veteran and to American society as a 10whole to ease the transition into civilian life to ensure that returning veterans feel welcomed 11and valued by the state of Louisiana. 12 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby 13urge and request the Louisiana Workforce Commission and the Louisiana Department of 14Veterans Affairs to study employment practices and policies as well as various professional 15licensing requirements, certification requirements, and training programs to benefit veterans 16in the workforce and report their findings in the form of a written report to the House 17Committee on Labor and Industrial Relations and the Senate Committee on Labor and 18Industrial Relations by February 15, 2018. 19 BE IT FURTHER RESOLVED that the Louisiana Workforce Commission and the 20Louisiana Department of Veterans Affairs consult with and utilize the knowledge and 21expertise of the following state licensing boards and commissions, as well as any other board 22or commission that regulates or offers professional certifications or training programs, to 23determine the feasibility of establishing or altering licensing or other requirements for 24veterans who leave the armed services trained in a field of expertise that corresponds to a 25civilian career path: 26 (1) Public Board of Certified Accountants of Louisiana. 27 (2) Louisiana State Board of Medical Examiners. 28 (3) Addictive Disorder Regulatory Authority. 29 (4) Horticulture Commission of Louisiana. 30 (5) State Board of Architectural Examiners.
