HOUSE CONCURRENT RESOL UTION NO. 64
BY REPRESENTATIVE DWIGHT
CORRECTIONS/PRISONERS:  Directs the Department of Public Safety and Corrections,
in conjunction with the Louisiana Sheriffs' Association, to study methods of
oversight for inmates participating in work release programs
1	A CONCURRENT RESOL UTION
2To authorize and direct the Department of Public Safety and Corrections to work in
3 conjunction with the Louisiana Sheriffs' Association to study methods of oversight
4 and supervision for inmates participating in work release programs.
5 WHEREAS, the mission of the Department of Public Safety and Corrections is to
6enhance public safety through the safe and secure incarceration of offenders, effective 
7probation and parole supervision, and proven rehabilitative strategies that successfully
8reintegrate offenders into society; and
9 WHEREAS, successful offender rehabilitation and reintegration into the community
10is essential to reducing recidivism rates which has a direct impact on public safety, crime
11prevention, and the cost of state and local criminal justice systems; and
12 WHEREAS, Louisiana law authorizes the Department of Public Safety and
13Corrections to establish and administer the Transitional Work Program, commonly referred
14to as "work release"; and
15 WHEREAS, work release programs are some of the most innovative and successful
16programs developed to provide for successful reentry into society; and 
17 WHEREAS, work release programs benefit the offender and society by providing
18the offender with necessary skills and tools to reenter society and by providing the employer
19with employees who are reliable and dependable workers; and

1 WHEREAS, to ensure the continued success of work release programs, it is
2imperative that the Department of Public Safety and Corrections work with sheriffs and
3others who operate these programs to ensure that the offenders who participate are properly
4supervised at all times. 
5 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
6authorize and direct the Department of Public Safety and Corrections to work in conjunction
7with the Louisiana Sheriffs' Association to study methods of oversight and supervision for
8inmates participating in work release programs.  
9 BE IT FURTHER RESOLVED that the Department of Public Safety and Corrections
10report its findings and any recommendations to the legislature, including recommendations
11for legislative action, on or before February 1, 2018.  
12 BE IT FURTHER RESOLVED that a suitable copy of this Resolution be transmitted
13to the Department of Public Safety and Corrections and the Louisiana Sheriffs' Association.
