HLS 17RS-2210 ORIGINAL 2017 Regular Session HOUSE CONCURRENT RESOL UTION NO. 84 BY REPRESENTATIVE CARMODY PUBLIC SERVICE COMN: Requests the Public Service Commission to study the promotion and deployment of advanced transmission technologies 1 A CONCURRENT RESOL UTION 2To urge and request the Public Service Commission to support actions and activities 3 encouraging the implementation of and to promote the deployment of advanced 4 transmission technology. 5 WHEREAS, the Louisiana Legislature commends the Public Service Commission 6for its actions and activities that support utility efforts within the state of Louisiana; and 7 WHEREAS, the Louisiana Legislature recognizes the important role of the Public 8Service Commission in working with regional transmission organizations and facilitating 9with other planning authorities; and 10 WHEREAS, the input of the Public Service Commission is necessary to consider the 11cost effectiveness and revolutionary performance of advanced electric transmission 12infrastructure options; and 13 WHEREAS, the deployment of advanced electric transmission infrastructure options 14may be able to increase grid capacity, reduce transmission line losses, improve energy 15transfers, make efficient use of rights-of-way, improve energy and time efficiency, and 16streamline siting and construction activities in planning, evaluation, and oversight of 17transmission grid development, especially by utilizing existing transmission corridors; and 18 WHEREAS, the Louisiana Legislature encourages the Public Service Commission 19to analyze its policies and make any necessary changes regarding the oversight of 20transmission facilities in order to promote advanced electric transmission technologies, Page 1 of 3 HLS 17RS-2210 ORIGINAL HCR NO. 84 1further the interests of the commission in the timely provision of affordable and reliable 2electricity to consumers, and advance economic activity and job creation in Louisiana. 3 THEREFORE, BE IT RESOLVED that the Louisiana Legislature does hereby urge 4and request the Louisiana Public Service Commission to do all of the following: 5 (1) Investigate and consider advanced transmission technologies when aging 6transmission infrastructure needs to be replaced and integrate new generation sources. 7 (2) Evaluate advanced transmission technologies to determine whether they are best 8able to cost-effectively ensure the reliable delivery of electricity while also providing greater 9capacity and enhanced efficiency. 10 (3) Consider the ability of advanced transmission technologies to reduce both 11environmental and visual impacts on Louisiana communities. 12 (4) Consider the ability of advanced transmission technologies and any other 13technologies that may reduce the overall cost of energy delivery. 14 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the 15governor, the lieutenant governor, the Public Service Commission, the New Orleans City 16Council, the secretary of the Department of Natural Resources, the secretary of the 17Department of Environmental Quality, the secretary of the Department of Economic 18Development, the Southwest Power Pool, and the Midcontinent Independent System 19Operator, Inc.
