Requires public postsecondary institutions to develop and implement an action plan to address the prevention of unplanned pregnancies. (gov sig) 1 AN ACT 2 To enact R.S. 17:3351(L), relative to postsecondary education; to provide relative to the 3 prevention of unplanned pregnancies among unmarried college students; to require 4 each public postsecondary institution to develop and implement an action plan to 5 address the prevention of unplanned pregnancies among unmarried college students; 6 to provide for components of the plan; to provide for reporting requirements; and to 7 provide for related matters. 8 Be it enacted by the Legislature of Louisiana: 9 Section 1. R.S. 17:3351(L) is hereby enacted to read as follows: 10 ยง3351. General powers, duties, and functions of postsecondary education 11 management boards 12 * * * 13 L. SB NO. 106 SLS 17RS-24 ENGROSSED 1 among unmarried students. 2 (1) Such plan shall: 3 (a) Incorporate unplanned pregnancy prevention information into 4 student success courses and student orientation. 5 (b) As deemed appropriate, incorporate information into academic 6 courses that is recognized as medically accurate by the American Congress of 7 Obstetricians and Gynecologists regarding the prevention of unplanned 8 pregnancy including, without limitation, abstinence education. However, in no 9 instance shall any information be disseminated regarding abortion methods, 10 techniques, or providers. 11 (c) Identify opportunities to raise awareness of and provide resources for 12 the prevention of unplanned pregnancies across the entire student population. 13 (d) Identify opportunities for postsecondary students to serve as mentors 14 or role models of successful behaviors and healthy choices for high school 15 students. 16 (e) Identify public and private grants available to address the prevention 17 of unplanned pregnancy and to promote student success, including any 18 partnerships necessary to successfully compete for grants. 19 (f) Collaborate with community health care providers and federally 20 qualified health centers to promote access to care. 21 (g) Identify challenges faced by students who are single parents, 22 including child care, transportation, and financial aid, and identify possible 23 methods to assist such students to successfully complete college. 24 (h) Identify other topics or issues related to the prevention and reduction 25 of unplanned pregnancies among postsecondary students. 26 (i) In no instance shall any student be directed to information or services 27 provided by Planned Parenthood or any abortion provider. 28 (2) Each public postsecondary institution shall submit the required 29 action plan to its management board not later than December 1, 2017, and shall Page 2 of 4 Coding: Words which are struck through are deletions from existing law; words in boldface type and underscored are additions. SB NO. 106 SLS 17RS-24 ENGROSSED 1 submit a status report on the plan to its management board not later than 2 December first of each year. 3 (3) Each public postsecondary management board shall submit a report 4 regarding implementation of the plans developed pursuant to this Section, 5 including any recommendations for legislative action, to the Senate Committee 6 on Education, the House Committee on Education, the Senate Committee on 7 Health and Welfare, and the House Committee on Health and Welfare not later 8 than February first of each year. 9 Section 2. This Act shall become effective upon signature by the governor or, if not 10 signed by the governor, upon expiration of the time for bills to become law without signature 11 by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If 12 vetoed by the governor and subsequently approved by the legislature, this Act shall become 13 effective on the day following such approval.
