Requires public postsecondary institutions to address the prevention of unplanned pregnancies among unmarried college students as a part of freshmen orientation. (gov sig) 1 AN ACT 2 To enact R.S. 17:3351(L), relative to postsecondary education; to provide relative to the 3 prevention of unplanned pregnancies among unmarried college students; to require 4 each public postsecondary institution to address the prevention of unplanned 5 pregnancies among unmarried college students as part of freshman orientation; to 6 provide for related discretionary actions and activities; and to provide for related 7 matters. 8 Be it enacted by the Legislature of Louisiana: 9 Section 1. R.S. 17:3351(L) is hereby enacted to read as follows: 10 ยง3351. General powers, duties, and functions of postsecondary education 11 management boards 12 * * * 13 L.(1) Each public postsecondary management board, in conjunction with 14 the commissioner of higher education and the president of each public 15 university and community college system, or his designee, shall adopt a policy 16 requiring each institution under its supervision and management to address the 17 prevention of unplanned pregnancies among unmarried students as part of an Page 1 of 4 Coding: Words which are struck through are deletions from existing law; words in boldface type and underscored are additions. SB NO. 106 SLS 17RS-24 REENGROSSED 1 institution's freshman orientation activities. 2 (2)(a) As part of freshman orientation, each institution shall, as deemed 3 appropriate, provide information to students that is recognized as medically 4 accurate by the American Congress of Obstetricians and Gynecologists 5 regarding the prevention of unplanned pregnancy including, without limitation, 6 abstinence education. 7 (b) In no instance shall any information be disseminated regarding 8 abortion methods, techniques, or providers, nor shall any student be directed 9 to information or services provided by Planned Parenthood or any abortion 10 provider. 11 (3) At its discretion, a public postsecondary institution may also: 12 (a) Identify opportunities to raise awareness of and provide information 13 for the prevention of unplanned pregnancies across the entire student 14 population. 15 (b) Identify opportunities for postsecondary students to serve as mentors 16 or role models of successful behaviors and healthy choices for high school 17 students. 18 (c) Identify public and private grants available to address the prevention 19 of unplanned pregnancy and to promote student success, including any 20 partnerships necessary to successfully compete for grants. 21 (d) Collaborate with community healthcare providers and federally 22 qualified health centers to promote access to care. 23 (e) Identify challenges faced by students who are single parents, 24 including child care, transportation, and financial aid, and identify possible 25 methods to assist such students to successfully complete college. 26 (f) Identify other topics or issues related to the prevention and reduction 27 of unplanned pregnancies among postsecondary students. 28 Section 2.
