SENATE BILL NO. 119

Prefiled pursuant to Article III, Section 2(A)(4)(b)(i) of the Constitution of Louisiana.
1	AN ACT
2 To authorize and provide for the lease to Williams, Inc. of any right, title, and interest the
3 state may claim in and to the surface of certain immovable property located in
4 Iberville Parish; to provide for a description of the surface of the land to be leased;
5 to provide for the reservation of mineral and timber rights; to provide for the
6 discretion of the administrator of the state land office to negotiate such other terms
7 and conditions as he shall deem necessary, appropriate, and in the best interests of
8 the state; and to provide for related matters.
9 Be it enacted by the Legislature of Louisiana:
10 Section 1.  The administrator of the office of state lands, notwithstanding any other
11 provision of law to the contrary, is hereby authorized and empowered to lease any right, title,
12 and interest the state may have to all or any portion of the following described parcel of
13 property, excluding mineral and timber rights, to Williams, Inc.:
14	A certain tract of land located in Iberville Parish, Louisiana, more particularly
15 described as follows:
16	Commencing at the southwest corner of Lot No.5, Section 30, T11S-R12E,
17	proceed north along the west section line of Section 30 for a distance of 634
18	feet to the northwest corner of Lot No.5, Section 30, T11S-R12E, said point
19	being the Point of Beginning; thence proceed due north for a distance of 300

1	feet to a point on the south bank of the existing pipeline canal; thence
2	proceed N 53° 00' W for a distance of 1,075 feet to a point on the south bank
3	of the existing pipeline canal; thence proceed N 41° 00'E for a distance of
4	200 feet to a point on the north bank of the existing pipeline canal; thence
5	proceed S 62° 00' E for a distance of 5,000' to a point on the north bank of
6	the existing pipeline canal; thence proceed S 64° 00' E for a distance of
7	5,500' to a point on the north bank of the existing pipeline canal; thence
8	proceed S 51° 00' E for a distance of 2,800 feet to the intersection with the
9	northerly meander line of Section 10, T12S-R12E; thence proceed westerly
10	along the northern meander line of Section 10 for a distance of 5,800 feet to
11	the intersection with the east line of Lot No.1, Section 9, T12S-R12E; thence
12	proceed northerly along the eastern meander line of Lot No.1, Section 9, T
13	12S-R12E for a distance of 2,250 feet to the intersection with the south line
14	of Lot No.6, Section 4, T12S-R12E; thence proceed northerly along the
15	eastern meander line of Lot Nos. 6 and 1, Section 4, T12S-R12E for a
16	distance of 6,350 feet to the intersection with the south line of Lot No.5,
17	Section 30, T11S-R12E; thence proceed westerly along the northern meander
18	line of Lot No.5, Section 30, T11S-R12E for a distance of 1,025 feet to the
19	Point of Beginning, said described tract of land containing 650 acres, more
20	or less. 
21 Section 2.  The administrator of the office of state lands is hereby authorized to enter
22 into any such agreement, covenant, term, condition, and stipulation as he shall, in his sole
23 and exclusive discretion, deem necessary and appropriate, and in the best interests of the
24 state; and to execute such documents as may be necessary to properly effectuate the lease
25 of the surface of the property described in Section 1, excluding mineral and timber rights,
26 to Williams, Inc. in exchange of proportionate consideration equivalent to the fair market
27 value of a surface lease for the property during the full term of the lease.
28 Section 3.  This Act shall become effective upon signature by the governor or, if not
29 signed by the governor, upon expiration of the time for bills to become law without signature
30 by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If

1 vetoed by the governor and subsequently approved by the legislature, this Act shall become
2 effective on the day following such approval.
