Proposed law repeals the provision for automatic revocation of certificate for failure to pay and establishes a process requiring the board to issue notice of failure to pay by certified mail, provide the opportunity for the certificate holder to pay within five business days of receipt of the certified mail, and issue a refund to any certificate holders who were assessed a reinstatement fee in January 2017, to include the reinstatement fee less the annual renewal fee. The refund must be issued by September 1, 2017. Effective upon signature of the governor or lapse of time for gubernatorial action.
