Present law creates the Greater Baton Rouge Port Commission, composed of 15 members appointed
by the governor, and provides for per diem for each member not to exceed $75 per day during the
time a member is in actual attendance upon the board, or performing duties authorized by the board;
provides for payment of per diem for a maximum of 24 days per year, except when an emergency
is declared by the governor; provides for an unlimited number of emergency meetings or emergency
activities as the commission deems necessary and requires payment of per diem to members for such
meetings or activities.
Present law requires commission members to elect the following officers from among its members:
president, vice president, secretary, and treasurer; provides an option for the offices of secretary and
treasurer to be held by one person; requires the commission to meet in regular and special session
at the call of the commission's president or upon written request of five commission members;
provides that a quorum is a majority of members of the commission and that all action or resolutions
of the commission shall be approved by affirmative votes of not less than a majority of all members
of the commission; provides for the commission to prescribe rules to govern its meetings and to fix
the place of its meetings.
Proposed law changes present law to require election of officers at the commission's regularly
scheduled meeting each November, and changes per diem from $75 to a per diem set by the
commission, not to exceed $300.00.
