DIGEST SB 229 Original 2017 Regular Session Tarver Present law limits appropriations by the legislature by providing that appropriations from the state general fund and dedicated funds for any fiscal year shall not exceed the official forecast in effect at the time the appropriations are made. Except as otherwise provided by R.S. 39:75(E), appropriations by the legislature from any fund shall not exceed the official forecast of money available for appropriation from that fund in effect at the time the appropriations are made. Proposed law revises present law by providing that beginning with the submission of agency budget requests for Fiscal Year 2018-2019, appropriations from the state general fund and dedicated funds for any fiscal year shall not exceed 98% of the official forecast in effect at the time the appropriations are made, except in those years when the official forecast of recurring revenues for the ensuing fiscal year are at least one percent less than the official forecast for the current fiscal year. Proposed law further provides that except as otherwise provided by R.S. 39:75(E), appropriations by the legislature from any fund shall not exceed 98% of the official forecast of money available for appropriation from that fund in effect at the time the appropriations are made.
