(gov sig) 1 AN ACT 2 To enact R.S. 17:10.1(G), relative to the school and district accountability system; to require 3 the State Board of Elementary and Secondary Education to adopt a policy to award 4 additional points to the school performance score of a school that offers a certified 5 foreign language immersion program; and to provide for related matters. 6 Be it enacted by the Legislature of Louisiana: 7 Section 1. R.S. 17:10.1(G) is hereby enacted to read as follows: 8 ยง10.1. School and district accountability system; purpose; responsibilities of state 9 board 10 * * * 11 G.(1)(a) Beginning with the 2018-2019 school year, for a school that 12 establishes, maintains, or expands a foreign language immersion program or 13 proceeds to earn or maintain certification of a foreign language immersion 14 program pursuant to R.S. 17:273.2, the state board shall include a component 15 in the school and district accountability system to annually award points to the 16 school's annual performance score. 17 (b) The amount of the additional points awarded shall be equal to five Page 1 of 3 Coding: Words which are struck through are deletions from existing law; words in boldface type and underscored are additions. SB NO. 233 SLS 17RS-13 REENGROSSED 1 percent of the total school performance score points earned by the school. 2 (2) The state board shall not prohibit a school from annually earning 3 additional points in the school and district accountability system for 4 maintaining a foreign language immersion program that meets performance 5 and quality standards established by the state board. 6 (3) The state board shall promulgate rules and regulations pursuant to 7 the Administrative Procedure Act to implement the provisions of this 8 Subsection. 9 Section 2. This Act shall become effective upon signature by the governor or, if not 10 signed by the governor, upon expiration of the time for bills to become law without signature 11 by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If 12 vetoed by the governor and subsequently approved by the legislature, this Act shall become 13 effective on the day following such approval. The original instrument was prepared by Cheryl M. Present law requires BESE to develop and implement a process to certify foreign language immersion programs. Proposed law provides that beginning with the 2018-2019 school year, for a school that establishes, maintains, or expands a foreign language immersion program or proceeds to earn or maintain certification of a foreign language immersion program, the state board must include a component in the school and district accountability system to annually award points to the school's annual performance score. Proposed law provides that the amount of additional points awarded be equal to 5% of the total school performance score points earned by the school. Proposed law provides that the state board cannot prohibit a school from annually earning additional points in the school and district accountability system for maintaining a foreign language immersion program that meets performance and quality standards established by the state board.
