DIGEST SB 233 Reengrossed 2017 Regular Session LaFleur Present law requires the State Board of Elementary and Secondary Education (BESE) to provide for a statewide school and district accountability system. Present law requires BESE to develop and implement a process to certify foreign language immersion programs. Proposed law provides that beginning with the 2018-2019 school year, for a school that establishes, maintains, or expands a foreign language immersion program or proceeds to earn or maintain certification of a foreign language immersion program, the state board must include a component in the school and district accountability system to annually award points to the school's annual performance score. Proposed law provides that the amount of additional points awarded be equal to 5% of the total school performance score points earned by the school. Proposed law provides that the state board cannot prohibit a school from annually earning additional points in the school and district accountability system for maintaining a foreign language immersion program that meets performance and quality standards established by the state board. Proposed law authorizes the state board to promulgate rules and regulations pursuant to the Administrative Procedure Act to implement the provisions of proposed law.
