[R.S. 1:13(B) and 24:177(E)] SB 233 Reengrossed 2017 Regular Session LaFleur Present law requires the State Bd. of Elementary and Secondary Education (BESE) to provide for a statewide school and district accountability system. Present law requires BESE to develop and implement a process to certify foreign language immersion programs. Proposed law, for a school that establishes, maintains, or expands a foreign language immersion program or proceeds to earn or maintain certification of a foreign language immersion program, requires BESE to include a component in the school and district accountability system to annually award points to the school's annual performance score. Proposed law provides that the points awarded is 5% of the total available school performance score points. Proposed law provides that BESE cannot prohibit a school from annually earning points in the school and district accountability system for maintaining a foreign language immersion program that meets performance and quality standards established by the state board. Proposed law requires BESE to promulgate rules and regulations to implement the provisions of proposed law. Effective upon signature of the governor or lapse of time for gubernatorial action. Changes the points awarded from five points to five percent of total school performance score points earned by the school. 2.
