SENATE CONCURRENT RESOL UTION NO. 125
BY SENATOR ALARIO 
FISCAL CONTROLS.  Requests the governor, legislature, and judicial branch to implement
statewide deficit avoidance plans.
1	A CONCURRENT RESOL UTION
2 To authorize, urge, and request the governor, acting through the commissioner of
3 administration, to instruct all departments and agencies of the executive branch to
4 implement deficit avoidance plans and to urge and request the legislative and judicial
5 branches to also implement deficit avoidance plans.
6 WHEREAS, the state of Louisiana has experienced numerous mid-year and year-end
7 budgetary deficits and shortfalls within the last ten years; and
8 WHEREAS, it is the desire of the legislature that a plan be established within thirty
9 days of the beginning of Fiscal Year 2017-2018 in order to mitigate the effects of any
10 mid-year or year-end deficit by managing and reserving, where possible, funds appropriated
11 or allocated for discretionary expenditures by the executive, legislative, and judicial
12 branches of the state or such time as the official forecast of state general fund (direct)
13 maintains expectations for Fiscal Year 2017-2018.
14 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
15 urge and request the governor, acting by and through the commissioner of administration,
16 to instruct, within thirty days of the beginning of Fiscal Year 2017-2018, all departments and
17 agencies of the executive branch of the state to manage and reserve, where possible, funds
18 appropriated or allocated for discretionary expenditures in order to mitigate the effects of

1 any mid-year or year-end deficit. The plan to reserve and manage expenditures proposed by
2 the commissioner of administration shall be in the aggregate amount of $50 million and shall
3 not exceed a pro rata recommended amount for each branch, department, and agency. 
4 BE IT FURTHER RESOLVED that the Legislature of Louisiana does hereby urge
5 and request the Judicial and Legislative branches to manage and reserve, where possible,
6 funds appropriated or allocated for discretionary expenditures in order to mitigate the effects
7 of any mid-year or year-end deficit.
8 BE IT FURTHER RESOLVED that the commissioner of administration shall
9 coordinate the efforts of the various branches, departments, and agencies to meet the intent
10 of this Resolution. 
11 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
12 governor, the commissioner of administration, the Chief Justice of the Louisiana Supreme
13 Court, the Departments of State, Justice, Insurance, Treasury, Public Service, Agriculture
14 and Forestry, and the Office of the Lieutenant Governor.
