Requests the governor, acting through the commissioner of administration, to instruct all
departments and agencies of the executive branch to plan to address possible mid-year or year-end
deficits. Further requests the Judicial and Legislative branches to also manage and reserve, where
possible, funds appropriated or allocated for discretionary expenditures in order to mitigate the
effects of any mid-year or year-end deficit.
