SENATE CONCURRENT RESOL UTION NO. 19

COMMENDATIONS.  Commends Randy K. Haynie on receipt of the Outstanding Eagle
Scout Award.
1	A CONCURRENT RESOL UTION
2 To commend Randy K. Haynie upon receipt of the Outstanding Eagle Scout Award and to
3 recognize his professional accomplishments and community service.
4 WHEREAS, on March 15, 2017, the Evangeline Area Council of the Boy Scouts of
5 America, Inc., held an Outstanding Eagle Scout Court of Honor ceremony to honor
6 Randy Haynie and to present him with the award; and
7 WHEREAS, the National Eagle Scout Association Outstanding Eagle Scout Award
8 is a prestigious recognition granted to an Eagle Scout who has demonstrated outstanding
9 achievement and service at the local, state, or regional level; and
10 WHEREAS, recipients of this award have devoted a lifetime to their profession,
11 avocation, community, and faith, at great sacrifice to themselves and their families; and each
12 individual receives recognition worthy of that achievement; and
13 WHEREAS, the rank of Eagle Scout is a rare pinnacle in scouting with only four
14 percent of all scouts attaining the rank of Eagle and, from those few, only six-tenths of one
15 percent receive the Outstanding Eagle Scout Award; and
16 WHEREAS, while a young Eagle Scout, Randy received the Bronze Palm for
17 earning five merit badges beyond the required twenty-one badges for the rank of Eagle and
18 the Ad Altere Dai Emblem which reflects his growth in spiritual experience and his

1 relationship to God and the Roman Catholic Church; and
2 WHEREAS, the Boy Scout Oath states, "On my honor, I will do my best. To do my
3 duty to God and my country and to obey the Scout Law; To help other people at all times;
4 To keep myself physically strong, mentally awake, and morally straight", and Randy Haynie
5 has upheld that promise in thought, word, and deed; and
6 WHEREAS, a native son of Lafayette, Randy is engaged in many aspects of his
7 community and has also served the Evangeline Area Council in several capacities as vice
8 president of finance and as a member of the board of directors; and
9 WHEREAS, Randy Haynie, the founder of Haynie and Associates, is a lobbyist who
10 has contributed to the legislative process for nearly four decades with an impressive clientele
11 listing of professionals, corporations, and associations; and
12 WHEREAS, Randy is committed to his work on the behalf of his clients and has
13 earned a reputation for honesty, integrity, and diligence; and
14 WHEREAS, Randy Haynie has achieved extraordinary success in his professional
15 career and civic life, and he serves as one of the finest examples of the good men forged
16 through the tenets of Scouting and the embodiment of its best efforts and beliefs.
17 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
18 commend and congratulate Randy K. Haynie upon receipt of the Outstanding Eagle Scout
19 Award.
20 BE IT FURTHER RESOLVED that the Legislature of Louisiana does hereby wish
21 continued success for Randy Haynie in all future endeavors.
22 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to
23 Randy K. Haynie of Haynie and Associates.
