2017 Regular Session ENROLLED SENATE CONCURRENT RESOL UTION NO. 19 BY SENATORS HEWITT, ALARIO, ALLAIN, APPEL, BARROW, BISHOP, BOUDREAUX, CARTER, CHABERT, CLAITOR, COLOMB, CORTEZ, DONAHUE, ERDEY, FANNIN, GATTI, JOHNS, LAFLEUR, LAMBERT, LONG, LUNEAU, MARTINY, MILKOVICH, MILLS, MIZELL, MORRELL, MORRISH, PEACOCK, PERRY, PETERSON, RISER, GARY SMITH, JOHN SMITH, TARVER, THOMPSON, WALSWORTH, WARD AND WHITE A CONCURRENT RESOL UTION To commend Randy K. Haynie upon receipt of the Outstanding Eagle Scout Award and to recognize his professional accomplishments and community service. WHEREAS, on March 15, 2017, the Evangeline Area Council of the Boy Scouts of America, Inc., held an Outstanding Eagle Scout Court of Honor ceremony to honor Randy Haynie and to present him with the award; and WHEREAS, the National Eagle Scout Association Outstanding Eagle Scout Award is a prestigious recognition granted to an Eagle Scout who has demonstrated outstanding achievement and service at the local, state, or regional level; and WHEREAS, recipients of this award have devoted a lifetime to their profession, avocation, community, and faith, at great sacrifice to themselves and their families; and each individual receives recognition worthy of that achievement; and WHEREAS, the rank of Eagle Scout is a rare pinnacle in scouting with only four percent of all scouts attaining the rank of Eagle and, from those few, only six-tenths of one percent receive the Outstanding Eagle Scout Award; and WHEREAS, while a young Eagle Scout, Randy received the Bronze Palm for earning five merit badges beyond the required twenty-one badges for the rank of Eagle and the Ad Altere Dai Emblem which reflects his growth in spiritual experience and his relationship to God and the Roman Catholic Church; and WHEREAS, the Boy Scout Oath states, "On my honor, I will do my best. To do my duty to God and my country and to obey the Scout Law; To help other people at all times; To keep myself physically strong, mentally awake, and morally straight", and Randy Haynie has upheld that promise in thought, word, and deed; and Page 1 of 2 SCR NO. 19 ENROLLED WHEREAS, a native son of Lafayette, Randy is engaged in many aspects of his community and has also served the Evangeline Area Council in several capacities as vice president of finance and as a member of the board of directors; and WHEREAS, Randy Haynie, the founder of Haynie and Associates, is a lobbyist who has contributed to the legislative process for nearly four decades with an impressive clientele listing of professionals, corporations, and associations; and WHEREAS, Randy is committed to his work on the behalf of his clients and has earned a reputation for honesty, integrity, and diligence; and WHEREAS, Randy Haynie has achieved extraordinary success in his professional career and civic life, and he serves as one of the finest examples of the good men forged through the tenets of Scouting and the embodiment of its best efforts and beliefs. THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby commend and congratulate Randy K. Haynie upon receipt of the Outstanding Eagle Scout Award. BE IT FURTHER RESOLVED that the Legislature of Louisiana does hereby wish continued success for Randy Haynie in all future endeavors.
