SENATE CONCURRENT RESOL UTION NO. 42

LEGIS POWERS/FUNCTIONS.  Recognizes Tuesday, June 27, 2017, as Post Traumatic
Stress Disorder Awareness Day in Louisiana.
1	A CONCURRENT RESOL UTION
2 To recognize Tuesday, June 27, 2017, as "Post Traumatic Stress Disorder Awareness Day"
3 in the state of Louisiana.
4 WHEREAS, Post Traumatic Stress Disorder (PTSD) is a mental health problem that
5 can occur after someone has been exposed to a single traumatic event or multiple traumatic
6 events, such as sexual or physical assault, natural or man-made disaster, and war-related
7 combat stress; and
8 WHEREAS, symptoms of PTSD include persistent intrusive thoughts and distressing
9 dreams about the traumatic event, triggered emotional responses to reminders of the trauma,
10 efforts to avoid thinking or talking about the trauma, and persistent hypervigilance for cues
11 that indicate additional danger or trauma reoccurring; and
12 WHEREAS, after a traumatic event, most people have painful memories that fade
13 over time, but for others, the memories, thoughts, and feelings do not go away even months
14 or years after the event is over; and
15 WHEREAS, PTSD significantly increases the risk of depression, suicide, and drug
16 and alcohol related disorders and deaths; and
17 WHEREAS, the incidence of PTSD in members of the military is rising as the United
18 States Armed Forces engages in military conflicts, exposing hundreds of thousands of

1 soldiers to traumatic life-threatening events; and
2 WHEREAS, the brave men and women of the United States Armed Forces who
3 proudly serve their country and risk their lives to protect the freedoms we, as citizens, enjoy
4 deserve the investment of every reasonable resource to ensure their lasting physical, mental,
5 and emotional well-being; and
6 WHEREAS, raising PTSD awareness is essential to overcoming the myth,
7 misinformation, and stigma surrounding this devastating mental health problem affecting so
8 many Americans.
9 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
10 recognize Tuesday, June 27, 2017, as "Post Traumatic Stress Disorder Awareness Day" in
11 the state of Louisiana.
