SENATE CONCURRENT RESOL UTION NO. 96
BY SENATOR MILLS 
LEGIS POWERS/FUNCTIONS.  Recognizes and commends the Louisiana Hemophilia
Foundation and designates May 16, 2017, as Louisiana Hemophilia Foundation Day at the
Legislature.
1	A CONCURRENT RESOL UTION
2 To recognize and commend The Louisiana Hemophilia Foundation for its work to improve
3 the quality of life and assist persons affected by rare inherited bleeding disorders, the
4 absence of clotting proteins in the blood which are often painful and debilitating, and
5 to designate Tuesday, May 16, 2017, as "Louisiana Hemophilia Foundation Day" at
6 the legislature.
7 WHEREAS, it is estimated that of the approximately 20,000 diagnosed cases in the
8 United States, there are approximately 400 persons in Louisiana diagnosed with hemophilia
9 along with the estimated one percent of the United States population who have Von
10 Willebrand's Disease which is largely undiagnosed; and
11 WHEREAS, the Louisiana Hemophilia Foundation was established in 1976 to help
12 Louisiana residents with hemophilia, Von Willebrand's disease, and other bleeding disorders
13 lead normal and productive lives and to provide education, advocacy, support services, and
14 promote research in this rare genetic disorder; and
15 WHEREAS, the Louisiana Hemophilia Foundation is the state's oldest grassroots
16 network of individuals and family members with bleeding disorders which advocates for
17 proper treatment and access to lifesaving medications, educates and empowers people,
18 ensures quality care for all, and energizes science to find a cure for bleeding disorder; and

1 WHEREAS, the Louisiana Hemophilia Foundation provides educational scholarships
2 and provides financial support for patients who seek treatment at the Children's  Hospital of
3 New Orleans and at the Louisiana Center for Bleeding and Clotting Disorders, the only
4 federally funded centers in the state providing expert care and cutting edge research for
5 patients suffering from hemophilia which is part of an affiliation of the Tulane University
6 Hospital and Clinic, the Southeast Veterans Louisiana Health Care System, and the Medical
7 Center of Louisiana at New Orleans.
8 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
9 recognize and commend the Louisiana Hemophilia Foundation for its unwavering dedication
10 and support of  the bleeding disorders community in Louisiana and does hereby designate
11 Tuesday, May 16, 2017, as "Louisiana Hemophilia Foundation Day" at the legislature.
12 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
13 Louisiana Hemophilia Foundation.
