SENATE RESOLUTION NO. 171

SENATE.  Requests the legislative auditor to study the feasibility and possible savings
created if the state were to purchase a traditional, fully insured health insurance plan for state
employees.
1	A RESOLUTION
2 To urge and request the legislative auditor to study the feasibility and possible savings to the
3 taxpayers if the state of Louisiana were to purchase a traditional fully insured private
4 health insurance plan for state employees instead of continuing the current self-
5 insured health plan administered by a third-party administrator.
6 WHEREAS, currently the state of Louisiana offers to its employees a self-insured
7 health plan whereby the claims are paid by a third-party administrator but the risk for
8 sickness and catastrophic illness is assumed by taxpayers of Louisiana; and
9 WHEREAS, a traditional, fully insured private health insurance plan would allow
10 the state and state employees to pay premiums to a private insurance company and the
11 private insurance company would assume the risk and coverage for catastrophic illnesses;
12 and
13 WHEREAS, the Senate would be well served to know whether changing from the
14 current self-insured health plan administered by a third-party administrator to a traditional
15 fully insured private health insurance plan for state employees offering the same benefits
16 would create a savings for the taxpayers and state workers who pay health insurance
17 premiums.
18 THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana

1 does hereby urge and request the legislative auditor to study the feasibility and possible
2 savings to the taxpayers if the state of Louisiana were to purchase a traditional fully insured
3 private health insurance plan for state employees instead of continuing the current
4 self-insured health plan administered by a third-party administrator.
5 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
6 legislative auditor.
