COMMENDATIONS. Commends the Kisatchie-Delta Regional Planning and Development
District on the celebration of its 50
th
anniversary.
1 A RESOLUTION
2 To commend the Kisatchie-Delta Regional Planning and Development District on the
3 celebration of its fiftieth anniversary.
4 WHEREAS, local governments were encouraged to collaborate regionally following
5 the passage of The Public Works and Economic Development Act of 1965 that established
6 the Economic Development Administration in the United States Department of Commerce
7 to provide grants to economically distressed communities to support employment and
8 industrial and commercial growth ; and
9 WHEREAS, the municipalities and parishes of central Louisiana organized in 1967
10 to create the Kisatchie-Delta Economic Development Council, Inc. and received status of
11 501(c)(4); and
12 WHEREAS, in 1968 the organization was the first regional organization in Louisiana
13 chartered by the United States Department of Commerce, Economic Development
14 Administration; and
15 WHEREAS, the Louisiana Legislature enabled the organizations as public
16 commissions, establishing the purpose and delineation of regions legally by amendment of
17 R.S. 33:140.61 and 140.62; and
18 WHEREAS, the Louisiana Legislature found that problems of growth and

1 development in urban and rural regions of the state, along the boundary lines of local
2 governmental units could not be resolved by a single unit without affecting other units in the
3 region; and
4 WHEREAS, Kisatchie-Delta's purpose is to facilitate intergovernmental cooperation
5 and to insure the orderly and harmonious coordination of state, federal, and local
6 comprehensive planning, and development programs for the solution and resolution of
7 economic, social, physical, and governmental problems of the state and its citizens; and
8 WHEREAS, such activities have drawn in federal investments and leveraged private
9 sector activities worth more than one billion dollars; and
10 WHEREAS, in honor of the fiftieth anniversary of the Kisatchie-Delta Regional
11 Planning and Development District, a celebration will be held on July 18, 2017; and
12 WHEREAS, today the Kisatchie-Delta Regional Planning and Development District
13 still plays a large role in supporting local communities and their businesses and industry
14 throughout central Louisiana.
15 THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana
16 does hereby commend the Kisatchie-Delta Regional Planning and Development District and
17 board members and local leaders upon the celebration of the fiftieth anniversary of the
18 founding of the organization.
19 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
20 executive director of the Kisatchie-Delta Regional Planning District, Heather Smoak Urena.
