SENATE RESOLUTION NO. 28
BY SENATOR BISHOP 
CONDOLENCES.  Expresses condolences upon the death of Caramitter Carter-Warren.
1	A RESOLUTION
2 To express the sincere condolences of the Senate of the Legislature of Louisiana upon the
3 death of Caramitter Carter-Warren.
4 WHEREAS, it is with deep regret and profound sorrow that the passing of Caramitter
5 Carter-Warren on April 2, 2017, at age forty-eight, has been learned by the members of the
6 Senate; and 
7 WHEREAS, Caramitter, affectionately known as Carol by family and friends, was
8 the only child of Edward Carter Jr. and Cynthia Carter, and was born on May 18, 1968, in
9 Darrow, Louisiana; and 
10 WHEREAS, Carol attended Mater Dolorosa Catholic School and graduated from
11 Mercy Academy in 1986; and 
12 WHEREAS, she continued her education, attending Delgado Community College
13 and, while there, was a member of the Student Government Association, and matriculated
14 with a degree in business administration with a concentration in transportation from
15 Southern University; and 
16 WHEREAS, Carol began her work career as a sixteen year old high school intern at
17 the Regional Transit Authority in 1984 and remained at the RTA in various positions ending
18 her twenty-eight-year tenure as the Human Resource Benefit Specialist in 2012; and

1 WHEREAS, she had a heart for serving others and obtained a position with Job
2 1-YouthWork as a youth specialist where she not only impacted lives but through her
3 support, motherly love, and prodding, one might say she helped save the lives of many
4 disadvantaged youth in our city; and
5 WHEREAS, Carol's loving and selfless character won the heart of her husband,
6 Andre Warren, the couple joined in holy matrimony on January 27, 1996, and this loving
7 union was blessed with a daughter, Tylar Warren; and 
8 WHEREAS, "Wassup chick", "Just checking on you", and "What's hattening" were
9 some of the familiar phrases that Carol used with family and friends; and 
10 WHEREAS, those who knew her knew she was an avid sports fan spectator, to put
11 it mildly; she was a nurturer and was known for her warm heart, generous spirit, care and
12 concern for the well-being of her family and others, often putting the needs of others before
13 her own; and 
14 WHEREAS, Carol and her husband opened their home to and helped raise a host of
15 nieces and nephews, particularly Teyanna (Roland) Numa, Chacedi (Cedric) Wilson, and
16 Nodea (Eric) Roland; and
17 WHEREAS, a woman of great faith, Carol was baptized at an early age and was an
18 active member of St. Jude Church; and
19 WHEREAS, she was a member of NOEL (New Orleans East Leadership)
20 organization and an avid advocate of the Annual Serviam Fund at Ursuline Academy; and 
21 WHEREAS, Carol was preceded in death by her grandparents Josephine Hill, Ivory
22 Carter, Edward Carter Sr., and James Arthur Warren; and
23 WHEREAS, left to cherish her memories are her loving and devoted family,
24 husband, Andre; daughter, Tylar; parents, Edward and Cynthia Carter; grandparents, Walter
25 Hill Roche, Audrey Warren, and James Allen; and a host of family, colleagues, neighbors,
26 and friends; and 
27 WHEREAS, the progress of our state and the city of New Orleans over the years has
28 been attributed by the efforts of selfless citizens such as Caramitter Carter-Warren who are
29 passionate, dedicated, and demonstrate resolve to ensure and secure a democracy that
30 represents all people; and

1 WHEREAS, Carol shall be missed and remembered by all those whose lives she
2 touched as a mother, daughter, granddaughter, aunt, and friend, and her spirit shall live long
3 in their hearts.
4 THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana
5 does hereby express sincere and heartfelt condolences to the family of Caramitter
6 Carter-Warren upon her death and does hereby recognize the indelible mark she has left in
7 the minds and hearts of all who knew and loved her.
8 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to
9 Andre Warren.
