SENATE RESOLUTION NO. 49
BY SENATOR APPEL 
SENATE.  Recognizes October 2017 as Dyslexia Awareness Month and requests schools
and state and local educational agencies to address the significant educational implications
of dyslexia.
1	A RESOLUTION
2 To recognize October 2017 as Dyslexia Awareness Month and to urge and request schools
3 and state and local educational agencies to address the significant educational
4 implications of dyslexia.
5 WHEREAS, dyslexia is defined as an unexpected difficulty in reading for an
6 individual who has the intelligence to be a much better reader; and
7 WHEREAS, dyslexia is most commonly due to a difficulty in phonological
8 processing, which is the appreciation of the individual sounds of spoken language;
9 phonological processing affects the ability of an individual to speak, read, spell, and often,
10 learn a second language; and
11 WHEREAS, dyslexia is the most common learning disability and affects between
12 eighty to ninety percent of all individuals who have a learning disability; and
13 WHEREAS, dyslexia is highly prevalent and persistent; it affects one out of every
14 five persons; and
15 WHEREAS, the paradox of dyslexia is that individuals who have the disability may
16 have weaknesses in decoding that result in difficulties in accurate or fluent word recognition,
17 yet these individuals may exhibit strengths in the higher-level cognitive functions of
18 reasoning, critical thinking, concept formation, or problem solving; and

1 WHEREAS, great progress has been made in understanding dyslexia on a scientific
2 level, including the epidemiology, cognitive, and neurobiological bases of dyslexia; and
3 WHEREAS, early screening and diagnosis of dyslexia are critical in ensuring that
4 individuals with dyslexia receive focused, evidence-based intervention that leads to fluent
5 reading, promotion of self-awareness and self-empowerment, and the provision of necessary
6 accommodations to ensure school and life success.
7 THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana
8 does hereby recognize October 2017 as Dyslexia Awareness Month in the state of Louisiana. 
9 BE IT FURTHER RESOLVED that schools and state and local educational agencies
10 are hereby urged and requested to recognize that dyslexia has significant educational
11 implications that must be addressed.
