SENATE STUDY REQUEST NO. 1

COMMITTEE STUDIES. Requests study of the feasibility of renaming the LSU Health
North Clinic and Urgent Care Facility in Baton Rouge to the "Willie F. Hawkins Emergency
Care Center".
1 A STUDY REQUEST
2 To request the Senate Committee on Local and Municipal Affairs to study the feasibility of
3 renaming the LSU Health North Clinic and Urgent Care Facility in Baton Rouge to
4 the "Willie F. Hawkins Emergency Care Center".
5 WHEREAS, the LSU Health North Clinic and Urgent Care Facility is located in
6 Baton Rouge, Louisiana; and
7 WHEREAS, the LSU Health North Clinic and Urgent Care Facility was constructed
8 with public funds; and
9 WHEREAS, the LSU Health North Clinic and Urgent Care Facility serves as a
10 medical engine, filling the void left behind by the former medical center known as Earl K.
11 Long Medical Center; and
12 WHEREAS, Mr. Willie Floyd Hawkins, a lifelong resident of Louisiana, began his
13 public service as executive director of the Eden Park Community Health Center and, later,
14 as the administrator of East Baton Rouge Parish Health Care Services; and
15 WHEREAS, Mr. Hawkins served as the confidential assistant to the CEO of the
16 Louisiana Health Care Authority, and under the Louisiana Health Care Authority, he served
17 as the assistant administrator of Earl K. Long Medical Center from April 1984 to November
18 1993, and as acting administrator from August 1995 to January 1996; and

1 WHEREAS, Willie Hawkins was named Executive Assistant to the Vice Chancellor
2 at LSU Health Sciences Center New Orleans-Health Care Services Division, and CEO of the
3 Medical Center of Louisiana in New Orleans in July 1999, until his retirement on July 5,
4 2013, having previously served as Executive Assistant to the Vice Chancellor at LSU Health
5 Sciences Center from July 1997 to July 1999; and
6 WHEREAS, an in-depth study of the feasibility of renaming the LSU Health North
7 Clinic and Urgent Care Facility in Baton Rouge, Louisiana, to the "Willie F. Hawkins
8 Emergency Care Center" should be conducted.
9 THEREFORE, the Senate of the Legislature of Louisiana requests that the Senate
10 Committee on Local and Municipal Affairs to study all aspects of the feasibility of renaming
11 the LSU Health North Clinic and Urgent Care Facility to the "Willie F. Hawkins Emergency
12 Care Center".
13 A copy of this Study Request shall be transmitted to LSU Board of Supervisors.
