COMMENDATIONS: Commends Louisiana StateTrooper Carl Cavalier of Troop C in
Terrebonne Parish upon receipt of the Medal of Valor Award
1 A RESOLUTION
2To commend Louisiana State Trooper Carl Cavalier upon receiving the Medal of Valor
3 Award for his selfless act of bravery.
4 WHEREAS, on Thursday, May 17, 2018, the Louisiana State Police honored Trooper
5Carl Cavalier with the Medal of Valor Award for risking his life in the line of duty; the
6award is presented to members of the Louisiana State Police force who demonstrate
7conspicuous and intrepid gallantry at the risk of their own lives, while having knowledge of
8such risk; and
9 WHEREAS, during a late night patrol on August 12, 2017, responding to the sound
10of gunfire, Carl Cavalier entered a hotel in the New Orleans Central Business District with
11a fellow state trooper to find that a man had fired shots throughout the hotel lobby; and
12 WHEREAS, when the troopers found the suspect in a nearby parking garage and
13ordered him to lower his weapon, the suspect kept it pointed at the two troopers; both
14troopers fired at the suspect, forcing him to surrender; and
15 WHEREAS, it was Trooper Cavalier's first officer-involved shooting, and thanks to
16the actions of Trooper Cavalier and his fellow trooper, no one was injured during the
17incident; and
18 WHEREAS, a New Orleans native, Trooper Cavalier got his start in law enforcement
19at the Terrebonne Parish Sheriff's Office after he graduated from Jackson State University
20in Mississippi with a criminology degree; thereafter he joined Troop C of the Louisiana State
21Police; and

1 WHEREAS, in his free time, Mr. Cavalier spends time with his three children; he
2and his girlfriend help run the nonprofit Lifted By Love, which helps support teen mothers
3who are homeless, within the foster care system, or otherwise at-risk; the organization
4throws baby showers for expectant mothers, collects and donates diapers, and teaches teen
5parents about raising children; and
6 WHEREAS, Carl Cavalier merits a sincere measure of commendation for the valor
7and compassion he demonstrates as a Louisiana State Trooper, for his tireless service to his
8community, and upon being awarded a 2018 Medal of Valor Award.
9 THEREFORE, BE IT RESOLVED that the House of Representatives of the
10Legislature of Louisiana does hereby commend Louisiana State Trooper Carl Cavalier upon
11receiving the Medal of Valor Award for his selfless act of bravery; does hereby record for
12posterity the remarkable courage of this heroic gentleman; and does hereby express best
13hopes and wishes for his safety and happiness as he executes his duties as a Louisiana State
14Police Trooper.
15 BE IT FURTHER RESOLVED that a suitable copy of this Resolution be transmitted
16to Louisiana State Trooper Carl Cavalier.
