HOUSE RESOLUTION NO. 38
BY REPRESENTATIVE LYONS
A RESOLUTION
To commend Louisiana State Trooper Carl Cavalier upon receiving the Medal of Valor
Award for his selfless act of bravery.
WHEREAS, on Thursday, May 17, 2018, the Louisiana State Police honored Trooper
Carl Cavalier with the Medal of Valor Award for risking his life in the line of duty; the
award is presented to members of the Louisiana State Police force who demonstrate
conspicuous and intrepid gallantry at the risk of their own lives, while having knowledge of
such risk; and
WHEREAS, during a late night patrol on August 12, 2017, responding to the sound
of gunfire, Carl Cavalier entered a hotel in the New Orleans Central Business District with
a fellow state trooper to find that a man had fired shots throughout the hotel lobby; and
WHEREAS, when the troopers found the suspect in a nearby parking garage and
ordered him to lower his weapon, the suspect kept it pointed at the two troopers; both
troopers fired at the suspect, forcing him to surrender; and
WHEREAS, it was Trooper Cavalier's first officer-involved shooting, and thanks to
the actions of Trooper Cavalier and his fellow trooper, no one was injured during the
incident; and
WHEREAS, a New Orleans native, Trooper Cavalier got his start in law enforcement
at the Terrebonne Parish Sheriff's Office after he graduated from Jackson State University
in Mississippi with a criminology degree; thereafter he joined Troop C of the Louisiana State
Police; and
WHEREAS, in his free time, Mr. Cavalier spends time with his three children; he
and his girlfriend help run the nonprofit Lifted By Love, which helps support teen mothers
who are homeless, within the foster care system, or otherwise at-risk; the organization

throws baby showers for expectant mothers, collects and donates diapers, and teaches teen
parents about raising children; and
WHEREAS, Carl Cavalier merits a sincere measure of commendation for the valor
and compassion he demonstrates as a Louisiana State Trooper, for his tireless service to his
community, and upon being awarded a 2018 Medal of Valor Award.
THEREFORE, BE IT RESOLVED that the House of Representatives of the
Legislature of Louisiana does hereby commend Louisiana State Trooper Carl Cavalier upon
receiving the Medal of Valor Award for his selfless act of bravery; does hereby record for
posterity the remarkable courage of this heroic gentleman; and does hereby express best
hopes and wishes for his safety and happiness as he executes his duties as a Louisiana State
Police Trooper.
BE IT FURTHER RESOLVED that a suitable copy of this Resolution be transmitted
to Louisiana State Trooper Carl Cavalier.
