HLS 182ES-274 ORIGINAL 2018 Second Extraordinary Session HOUSE RESOLUTION NO. 40 BY REPRESENTATIVES BOUIE, THOMAS, GLOVER, HOFFMANN, DUSTIN MILLER, AND BILLIOT HOSPITALS: Requests the La. Department of Health to report certain data on the state's public-private partnership hospitals 1 A RESOLUTION 2To urge and request the Louisiana Department of Health to develop a report of certain data 3 on the state's public-private partnership hospitals, and to submit the report to the 4 legislature on a quarterly basis. 5 WHEREAS, the legislature strives to ensure that Louisiana's government is 6responsive to the needs of the people of this state and that the government of this state is 7accountable, efficient, and effective; and 8 WHEREAS, Louisiana's system of public safety net hospitals was rapidly 9transformed beginning in 2012 when the state commenced a large-scale privatization of 10these hospitals' operations; and 11 WHEREAS, all but one of the state's safety net hospitals are now operated by private 12partners, with the terms of the partnerships set forth in cooperative endeavor agreements 13between the state and the individual partners; and 14 WHEREAS, these hospitals are now referred to collectively as "public-private 15partnership hospitals"; and 16 WHEREAS, the public-private hospitals include all hospitals listed in R.S. 1717:1519.2(B) which are now operated by a private partner, including closed hospitals that 18have had their functions assumed by a private partner; and 19 WHEREAS, before, during, and after the privatization of the safety net hospital 20system, the objects and purposes of the system have included the following: Page 1 of 3 HLS 182ES-274 ORIGINAL HR NO. 40 1 (1) Providing access to high-quality medical care for all patients, including the 2medically indigent and uninsured. 3 (2) Developing the medical and clinical workforce of this state through accredited 4residency and other health education programs. 5 (3) Operating efficiently and cost-effectively. 6 (4) Working cooperatively with other healthcare providers and agencies to improve 7health outcomes; and 8 WHEREAS, reliable data reflecting operations and utilization rates of the public- 9private partnership hospitals are essential in formulating sound fiscal and public health 10policy in this state. 11 THEREFORE, BE IT RESOLVED that the House of Representatives of the 12Legislature of Louisiana does hereby urge and request the Louisiana Department of Health 13to develop and submit to the legislature a report comprising the following data on each 14public-private partnership hospital listed in R.S. 17:1519.2(B): 15 (1)(a) The average monthly number and percentage of occupied beds for the three 16months comprising the state fiscal year quarter preceding the date of the report, based on the 17total number of beds at the hospital. 18 (b) The average monthly number and percentage of occupied beds for the three 19months comprising the state fiscal year quarter preceding the date of the report, based on the 20total number of staffed beds at the hospital. 21 (2)(a) The average monthly number and percentage of attempted patient transfers 22from other hospitals that were accepted for the three months comprising the state fiscal year 23quarter preceding the date of the report. 24 (b) The average wait time for each accepted referral or transfer to the hospital. 25 (3) The average monthly number of patients. 26 (4)(a) The average monthly number of emergency department visits for emergency 27conditions. 28 (b) The average monthly number of emergency department visits for nonemergency 29conditions. Page 2 of 3 HLS 182ES-274 ORIGINAL HR NO. 40 1 BE IT FURTHER RESOLVED that the department shall submit to the legislature 2the first report of data called for in this Resolution on or before September 30, 2018, and that 3this report shall reflect data from the fourth quarter of state fiscal year 2017-2018. 4 BE IT FURTHER RESOLVED that after submission of the first report of data called 5for in this Resolution, the department shall submit to the legislature the report of data called 6for in this Resolution on a quarterly basis. 7 BE IT FURTHER RESOLVED that the reporting requirement established in this 8Resolution shall terminate on October 1, 2020. 9 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the 10secretary of the Louisiana Department of Health.
