TRAFFIC: Urges and requests the Department of Transportation and Development to place
a traffic control signal on Perkins Road at the intersection of Santa Maria Parkway
1 A RESOLUTION
2To urge and request the Department of Transportation and Development to erect a traffic
3 control signal on Perkins Road at Santa Maria Parkway.
4 WHEREAS, traffic control signals are designed to enhance highway safety, facilitate
5the orderly movement of traffic, and reduce traffic delays and accidents; and
6 WHEREAS, traffic signals offer maximum control at intersections and increase the
7traffic handling capacity of an intersection; and
8 WHEREAS, a traffic signal is a valuable device for improving the safety and
9efficiency of vehicular traffic; and
10 WHEREAS, the installation of a traffic signal may interrupt extremely heavy flows
11of traffic and permit the crossing and turning of vehicles that could not otherwise move
12safely through the intersection; and
13 WHEREAS, traffic signals assign the right-of-way to various traffic movements and
14thereby profoundly influence traffic flow and reduce the frequency and severity of certain
15types of accidents, especially right-angle collisions; and
16 WHEREAS, population growth as well as economic development in the area has
17resulted in increased congestion at the intersection and it is expected that such congestion
18will continue to increase; and
19 WHEREAS, the intersection of Perkins Road and Santa Maria Parkway is frequently
20traveled and has become increasingly congested with the traffic of area residents,

1commuters, and others, which all lead to greater driver frustration and a rise in accidents at
2this intersection; and
3 WHEREAS, the rise in vehicular accidents has caused damage to property and
4imperiled the lives and limbs of all who travel Perkins Road; and
5 WHEREAS, the installation of a traffic signal on Perkins Road will assist in
6alleviating speeding and minimizing traffic volume, thus increasing the safety of the
7intersection; and
8 WHEREAS, the immediate need for this traffic signal and the savings to persons and
9property far outweighs the minimal costs associated with erecting the traffic signal; and
10 WHEREAS, the installation of a traffic signal would mitigate the hazardous situation
11that exists at this intersection; and
12 WHEREAS, it is the responsibility of the state of Louisiana to provide for the safety
13of its citizens to the best of its ability.
14 THEREFORE, BE IT RESOLVED that the House of Representatives of the
15Legislature of Louisiana does hereby urge and request the Department of Transportation and
16Development, in consultation with the local governing authority, to erect a traffic control
17signal on Perkins Road at Santa Maria Parkway.
18 BE IT FURTHER RESOLVED that a copy of this Resolution be forwarded to the
19secretary of the Department of Transportation and Development.
