Urges and requests the Dept. of Transportation and Development to create a task force to study the
use of repurposed railroad tank cars for bridge culverts as a cost-savings measure. Requires the task
force submit a report of its findings and recommendations to the House Committee on
Transportation, Highways and Public Works by March 1, 2019.
