SENATE RESOLUTION NO. 26
BY SENATOR MILKOVICH 
COMMENDATIONS.  Commends David Perkins, recent Louisiana National Guard recruit,
upon his good Samaritan effort to assist two stranded motorists which, unfortunately resulted
in a broken arm for the helpful young man.
1	A RESOLUTION
2 To commend David Perkins, recent Louisiana National Guard recruit, upon his good
3 Samaritan effort to assist two stranded motorists that unfortunately resulted in a
4 broken arm for the helpful young man.
5 WHEREAS, on a January 2018 day, David Perkins, who was scheduled to report for
6 Army National Guard training in February, stopped to assist two stranded motorists, clearly
7 in need of aid; and
8 WHEREAS, the woman's car on the side of the road had sustained a flat tire and she
9 was at a loss as to how to change the tire herself; and
10 WHEREAS, Mr. Perkins made the quick decision to stop and assist in changing the
11 tire for the ladies in the crippled car; and
12 WHEREAS, David Perkins reported that as he was placing the spare tire on the car,
13 "The jack slipped, crushing my arm between the tire and the fender" of the car; and
14 WHEREAS, David Perkins requested the occupants of the stranded car call 911 and
15 request assistance, which they did and the Central Fire Department responded quickly with
16 EMS accompanying them to the scene on Joor Road; and
17 WHEREAS, using airbags to lift the fender off Mr. Perkins, the arm was freed and
18 the good Samaritan was transported to the hospital with two broken bones in the center of

1 his right arm; and
2 WHEREAS, David Perkins' arm required surgery to repair the damage and two plates
3 and twelve screws were placed in his arm to stabilize the breaks and a six to eight week
4 recovery time was expected for his arm to heal; and
5 WHEREAS, reflecting on the incident and despite the delay it caused in his timetable
6 to report for Army National Guard training, David Perkins was able to speak to the woman
7 he stopped to help, and he stated, "Throughout all this, there has been something good"; and
8 WHEREAS, David Perkins gave little thought to a decision to assist the stranded
9 motorists and saw his willingness to help as nothing special, " . . . doing what I was supposed
10 to do. I was the hands and feet of Christ to those ladies"; and
11 WHEREAS, David Perkins' parents, former state representative Tony Perkins and
12 his wife, Lawana, were very proud of their son, and determined that he was apparently "a
13 chip off the old block"; and
14 WHEREAS, in a day and time when much of the country is cynical about what is
15 seen to be a generation of self-absorbed millennials, David Perkins stands in contrast to that
16 characterization, putting self above others and, quite naturally to him, stopping to help two
17 stranded motorists, seeing only their need and his own Christian responsibility to assist them.
18 THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana
19 does hereby commend David Perkins, recent Louisiana National Guard recruit, upon his
20 good Samaritan effort to assist two stranded motorists that unfortunately resulted in a broken
21 arm for the helpful young man.
22 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to
23 David Perkins.
