1 AN ACT
2To amend and reenact Section 19.A of Act No. 2 of the 2018 Second Extraordinary Session
3 of the Legislature, to provide for the effectiveness of Section 19.A of Act No. 2 of
4 the 2018 Second Extraordinary Session of the Legislature; to provide for an effective
5 date; and to provide for related matters.
6Be it enacted by the Legislature of Louisiana:
7 Section 1. Section 19.A of Act No. 2 of the 2018 Second Extraordinary of the
8Legislature is hereby amended and reenacted to read as follows:

10 Section 19.A. Appropriations contained in this Section of this Act shall
11 become effective upon the enactment of action taken to raise revenues in the 2018
12 Second Extraordinary Session of the Legislature, and incorporated into the Fiscal
13 Year 2018-2019 official forecast of the Revenue Estimating Conference adoption of
14 an official forecast by the Revenue Estimating Conference on or before July 1, 2018,
15 greater than the official forecast adopted on April 12, 2018. To the extent sufficient
16 revenues are not enacted in the 2018 Second Extraordinary Session of the Legislature
17 the increase in the official forecast is not sufficient to fully fund each appropriation
18 contained herein, the revenues recognized shall be distributed on a pro rata basis.

1 Section 2. This Act shall become effective on July 1, 2018; if vetoed by the governor
2and subsequently approved by the legislature, this Act shall become effective on July 1,
32018, or on the day following such approval by the legislature, whichever is later.

Abstract: Provides that the supplementary appropriations contained in Section 19.A of the
General Appropriation Act (Act No. 2) adopted by the Legislature in the 2018 2nd
E.S. shall become effective upon the recognition of any additional revenue by the
REC prior to July 1, 2018.
Present law provides supplementary funding in the General Appropriation Act (Act No. 2
of the 2018 2nd E.S.) out of revenues from actions taken in the 2018 2nd E.S. and
incorporated into the official forecast by the Revenue Estimating Conference (REC).
Provides for pro rata funding if revenues are insufficient to fully fund appropriations.
Proposed law removes references to actions taken in the 2018 2nd E.S. and instead makes
supplementary funding effective upon an increase in the official forecast by the REC on or
before July 1, 2018. Retains provisions providing for pro rata funding if revenues are
insufficient to fully fund appropriations.
Effective July 1, 2018.
