HOUSE CONCURRENT RESOL UTION NO. 6

LEGISLATIVE EXPENSES: Provides with respect to the spending of the legislative
budget
1 A CONCURRENT RESOL UTION
2To direct the presiding officers of the House of Representatives and the Senate to reduce the
3 amounts warranted out of the amount appropriated for Fiscal Year 2018-2019 and
4 orders the state treasurer to refuse to honor warrants in excess of $56,225,661 of the
5 amounts allocated.
6 WHEREAS, Section 7 of Act No. 79 of the 2018 Regular Session of the Legislature
7reduces the state general fund appropriations contained in Section 1 of Act No. 79 by
8$28,458,090, pursuant to a plan adopted by the Legislative Budgetary Control Council; and
9 WHEREAS, Section 9 of Act No. 79 restores $17,499,220 of state general fund upon
10the enactment of certain revenue measures introduced in the 2018 Second Extraordinary
11Session of the Legislature, and incorporated into the Fiscal Year 2018-2019 official forecast
12of the Revenue Estimating Conference; and
13 WHEREAS, the presiding officers of each house have the authority to determine the
14amount drawn by warrant for their respective appropriations and the Legislative Budgetary
15Control Council, which is chaired by the presiding officers of each house, determines the
16budgets and amounts that may be drawn by warrant by the Legislative Budgetary Control
17Council, the Legislative Auditor, the Legislative Fiscal Office, and the Louisiana State Law
18Institute.
19 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
20direct the speaker of the House of Representatives to reduce the amount warranted for Fiscal

1Year 2018-2019 for the House of Representatives from the net amount allocated to the
2House of Representatives by $3,568,774.
3 BE IT FURTHER RESOLVED that the Legislature of Louisiana does hereby direct
4the president of the Senate to reduce the amount warranted for Fiscal Year 2018-2019 for
5the Senate from the net amount allocated to the Senate by $2,678,521.
6 BE IT FURTHER RESOLVED that the presiding officer of each house shall notify
7the state treasurer and the commissioner of administration of his intent to reduce the amount
8warranted for Fiscal Year 2018-2019.
9 BE IT FURTHER RESOLVED that the restorations to the remaining legislative
10agencies shall not be altered through reduction in order to modify or lessen the reductions
11to the House or the Senate appropriations directed by this Resolution.
12 BE IT FURTHER RESOLVED that the state treasurer is hereby ordered to refuse to
13honor warrants for the legislature out of the state general fund (direct) for Fiscal Year 2018-
142019 in excess of $56,225,661.

Restorations to the remaining legislative agencies shall not be altered through reduction in
order to modify or lessen the reductions to the House or the Senate appropriations directed
by this Resolution.
