HOUSE RESOLUTION NO. 3
BY REPRESENTATIVES SMITH AND CARPENTER
COMMENDATIONS:  Commends the 2018 International Legislative Drafting Institute
participants and welcomes them to the state capitol
1	A RESOLUTION
2To commend the 2018 International Legislative Drafting Institute participants and to
3 welcome them to the state capitol.
4 WHEREAS, the Public Law Center, a joint venture of the Loyola and Tulane law
5schools, launched the International Legislative Drafting Institute in 1995 in response to
6increasing global demand for training of legislative drafters; and
7 WHEREAS, the institute is a two-week summer program that responds to the
8worldwide demand on legislative drafters for new laws to support the emergence of free
9market economies and democratic forms of government and draws together diverse domestic
10and international faculty members experienced in the legislative process; and
11 WHEREAS, more than five hundred fifty graduates from more than one hundred
12jurisdictions around the globe have graduated from the institute, and staff members of the
13Public Law Center have conducted training events in Europe, Asia, Africa, and the
14Caribbean; and
15 WHEREAS, institute participants travel to Baton Rouge to spend the day at the
16Louisiana state capitol, where they get a firsthand look at representative democracy; and
17 WHEREAS, staff members of the Louisiana Legislature have a long tradition of
18assisting with the training of institute participants, both in the classroom and during their site
19visit to Baton Rouge; and
20 WHEREAS, the Legislature of Louisiana has recognized the critical importance of
21the International Legislative Drafting Institute and the lessons it imparts, the tremendous

1achievement of the individual students in being selected by their home jurisdictions to
2participate, and the hard work that the institute requires of its participants, who merit a
3special measure of commendation, as evidenced by House Concurrent Resolution No. 214
4of the 2005 Regular Session, House Concurrent Resolution No. 218 of the 2008 Regular
5Session, House Concurrent Resolution No. 239 of the 2009 Regular Session, House
6Concurrent Resolution No. 272 of the 2010 Regular Session, House Concurrent Resolution
7No. 189 of the 2011 Regular Session, House Resolution No. 217 of the 2013 Regular
8Session, House Resolution No. 14 of the 2016 Second Extraordinary Session, and House
9Resolution No. 1 of the 2017 Second Extraordinary Session; and
10 WHEREAS, this year's institute is being held June 11-22 and will welcome the
11following participants: Brenda Young, justice director, Chippewas of the Thames First
12Nation of Canada; Akua Osei-Somuah, assistant clerk, Parliament of Ghana; Shilpi
13Chatterjee and Anita Bhatt Panda, directors, Lok Sabha of India; Ntele James Kipambi,
14deputy clerk, Kajiado County Assembly, Stephen Kariuki, deputy director of human
15resources, County Assembly of Kiambu, Stephen R.N. Ndicho, speaker, County Assembly
16of Kiambu, Johnson Parmuat Osoi, speaker, Kajiado County Assembly, and Josiah Leboo
17Saisa, clerk, Kajiado County Assembly, of Kenya; Ine Nnadi, head of department, Imo State
18University-Owerri, and Josephine Chigoziri Ojiaka, lecturer, Imo State University-Owerri,
19of Nigeria; Wendy Chang, state counsel, Attorney General's Chambers, of Singapore;
20Lankika Davarathna, Kalindi De Silva, and Gangana Hevavithana, assistant legal draftsmen,
21Legal Draftsman's Department, of Sri Lanka; and John Paul Edoku, senior state attorney,
22Ministry of Justice and Constitutional Affairs, of Uganda; and
23 WHEREAS, the 2018 summer program marks the twenty-fourth anniversary of the
24International Legislative Drafting Institute.
25 THEREFORE, BE IT RESOLVED that the House of Representatives of the
26Legislature of Louisiana does hereby commend the 2018 International Legislative Drafting
27Institute on its twenty-fourth anniversary; does hereby commend its participants and the
28jurisdictions they represent for their investment of time, effort, and resources in the
29improvement of their governments in general and of legislative drafting in particular; and
30does hereby welcome them with great pride and honor to the Louisiana state capitol.

1 BE IT FURTHER RESOLVED that a suitable copy of this Resolution be transmitted
