SLS 183ES-101 ORIGINAL 2018 Third Extraordinary Session SENATE RESOLUTION NO. 28 BY SENATOR BARROW CORRECTIONAL FACILITIES. Requests study of the infrastructure, equipment, and services of the state's correctional facilities. 1 A RESOLUTION 2 To urge and request the Senate Committee on Judiciary C to study and evaluate the 3 infrastructure, equipment, and services of the state's correctional facilities. 4 WHEREAS, the state, through the Department of Public Safety and Corrections, is 5 responsible for the custody of, evaluation of, and the provision of mandated services to 6 convicted criminal offenders and for the operation and maintenance of all penal and 7 correctional facilities in the state; and 8 WHEREAS, in testimony before a legislative committee, representatives of the 9 Department of Public Safety and Corrections, corrections services, stated that the state's 10 large correctional facilities, the last of which was constructed in 1987, are in need of major 11 repair and renovation, the last of which occurred in 2008; and 12 WHEREAS, it was stated that there are essential infrastructure needs as some razor 13 ribbon fences at the facilities are oxidizing, sewer oxidation ponds are in need of work, and 14 kitchen equipment is outdated; and 15 WHEREAS, it was also stated that some state vehicles maintained at the facilities 16 have over 200,000 miles of travel on them; and 17 WHEREAS, it is appropriate that a study, review, and evaluation be conducted of the 18 state's correctional facilities. Page 1 of 2 SR NO. 28 SLS 183ES-101 ORIGINAL 1 THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana 2 does hereby urge and request the Senate Committee on Judiciary C to study and evaluate the 3 infrastructure, equipment, and services of the state's correctional facilities. 4 BE IT FURTHER RESOLVED that the committee shall make a written report of its 5 findings to the Senate on or before February 1, 2019, together with any specific proposals 6 for legislation. 7 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the 8 secretary of the Department of Public Safety and Corrections.
