[R.S. 1:13(B) and 24:177(E)] HB 116 Reengrossed 2018 Regular Session Zeringue Abstract: Authorizes and directs the Coastal Protection and Restoration Authority to issue rules, regulations, or guidelines for the implementation of their existing contracting authority and provides for sunset review of the Coastal Protection and Restoration Authority. Present law authorizes the executive director of the Coastal Protection and Restoration Authority (CPRA) to use his contracting authority, or the contracting authority of any state department or agency, for the operation and maintenance of an integrated coastal protection project. Specifies that the contracting authority includes construction management at risk, operation and maintenance, design-build, design-build-operate and maintain, design-build-finance-operate and maintain, outcome-based performance contracts, or any combination of design, construction, finance, and services. Proposed law requires the CPRA to promulgate, through the Administrative Procedure Act, rules, regulations, or guidelines for the implementation of the contracting authority. Proposed law requires sunset review of the CPRA and the CPRA Board for July 1, 2023. Further provides for a sunset review every six years thereafter to coincide with the review and adoption of the comprehensive master plan for coastal restoration.
