HOUSE BILL NO. 241

LICENSING:  Provides for the expiration of Class "D" and "E" drivers' licenses on a
person's twenty-first birthday
1	AN ACT
2To enact R.S. 32:412(A)(4)(c) and (7)(c), relative to the renewal of drivers' licenses; to
3 provide for the expiration of a vertical Class "D" or "E" driver's license on an
4 individual's twenty-first birthday; and to provide for related matters.
5Be it enacted by the Legislature of Louisiana:
6 Section 1. R.S. 32:412(A)(4)(c) and (7)(c) are hereby enacted to read as follows:
7 ยง412.  Amount of fees; credit or refund; duration of license; veteran designation;
8	disabled veteran designation; university logo; "I'm a Cajun" designation;
9	needs accommodation designation; disbursement of funds; renewal by mail
10	or electronic commerce of Class "D" or "E" drivers' licenses; disposition of
11	certain fees; exception

16	(c)  Notwithstanding the provisions of Subparagraphs (a) and (b) of this
17 Paragraph, beginning August 1, 2018, any Class "D" driver's license issued to a
18 person who turns twenty-one years of age on or after August 1, 2018, shall expire on

1 that person's twenty-first birthday, unless suspended, revoked, or canceled prior to
2 that time.

6	(c)  Notwithstanding the provisions of Subparagraphs (a) and (b) of this
7 Paragraph, beginning August 1, 2018, any Class "E" driver's license issued to a
8 person under twenty-one years of age shall expire on that person's twenty-first
9 birthday, unless suspended, revoked, or canceled prior to that time.

11 Section 2.  The Department of Public Safety and Corrections, office of motor
12vehicles, shall pro-rate the cost of a new Class "D" or "E" driver's license from the date of
13issuance to the person's twenty-first birthday.  The provisions of this Section shall take effect
14and become operative if and when the Department of Public Safety and Corrections, office
15of motor vehicles, obtains the necessary technology to pro-rate new Class "D" or "E" driver's
16licenses or the passage of five years from the effective date of this Act, whichever occurs
17first.

Abstract:  Provides that a vertical Class "D" or "E" driver's license that was issued to a
person under the age of 21 will expire upon that person's 21st birthday.
Present law requires the expiration of a Class "D" or "E" driver's license on the anniversary
of the birthday of the applicant which is nearest to a period of six years subsequent to the
issuing of the license, unless suspended, revoked, or canceled prior to that time.
Proposed law mandates that any Class "D" or "E" driver's license that is issued to a person
who reaches the age of 21 on or after Aug. 1, 2018, will expire upon that person's 21st
birthday, unless suspended, revoked, or canceled prior to that time.
Proposed law requires the Dept. of Public Safety and Corrections, office of motor vehicles,
to pro-rate the cost of a new Class "D" or "E" driver's license from the date of issuance to
the person's 21st birthday.  Proposed law further provides that the provisions of proposed
law will take effect and become operative if and when the department obtains the necessary

technology to pro-rate the new Class "D" or "E" driver's license or the passage of five years

Summary of Amendments Adopted by House
The Committee Amendments Proposed by House Committee on Transportation,
Highways and Public Works to the original bill:
1. Clarify that proposed law will apply to those persons who reach the age of 21 on
or after Aug. 1, 2018.
The House Floor Amendments to the engrossed bill:
1. Requires the Dept. of Public Safety and Corrections, office of motor vehicles, to
pro-rate the cost of a new Class "D" or "E" driver's license from the date of
issuance to the person's 21st birthday.  Further provides that the provisions of
