FISHING/RECREATIONAL:  Extends the additional saltwater fishing fee dedicated to the
LACREEL program
1	AN ACT
2To amend and reenact R.S. 56:10(B)(1)(g) and 302.1(C)(1)(c), relative to saltwater fishing
3 licenses; to extend the applicability of an additional fee for purchase of a saltwater
4 fishing license; to provide for an effective date; and to provide for related matters.
5Be it enacted by the Legislature of Louisiana:
6 Section 1.  R.S. 56:10(B)(1)(g) and 302.1(C)(1)(c) are hereby amended and reenacted
7to read as follows:
8 §10.  Annual report to governor; estimate of proposed expenditures; particular funds;
9	limitations on purposes for use of monies in particular funds; warrants;

12	B.(1)  Subject to the exception contained in Article VII, Section 9(A) of the
13 Constitution of Louisiana, all funds collected by the commission from every source
14 shall be paid into the state treasury and shall be credited to the Bond Security and
15 Redemption Fund. Out of the funds remaining in the Bond Security and Redemption
16 Fund after a sufficient amount is allocated from that fund to pay all obligations
17 secured by the full faith and credit of the state which become due and payable within
18 any fiscal year, the treasurer shall, prior to placing such remaining funds in the state
19 general fund, conform to the following:

1	(g)  Between June 1, 2014, and May 31, 2018 2022, pay annually into
2 the Conservation Fund, into a special account designated as the "Saltwater
3 Fish Research and Conservation Fund", an amount equal to the fees collected
4 pursuant to R.S. 56:302.1(C)(1)(c).

10            (c)  Between June 1, 2014, and May 31, 2018 2022, in addition to the fee
11 required by Subparagraph (a) of this Paragraph for purchase of a saltwater fishing
12 license, there shall be an additional fee of seven dollars and fifty cents to be paid for
13 each license purchased by a resident that shall be credited to the Saltwater Fish
14 Research and Conservation Fund, R.S. 56:10(B)(1)(g).

16 Section 2.  This Act shall become effective upon signature by the governor or, if not
17signed by the governor, upon expiration of the time for bills to become law without signature
18by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana.  If
19vetoed by the governor and subsequently approved by the legislature, this Act shall become
20effective on the day following such approval.

Abstract: Extends the applicability of the additional fee for a saltwater fishing license.
Present law requires payment of a $5.50 fee for a saltwater fishing license for residents and
$30 for nonresidents.  Further requires that from June 1, 2014 through May 31, 2018, an
additional fee of $7.50 be paid for each resident saltwater fishing license issued and
dedicates the revenue from the additional fee to the Saltwater Fish Research and
Conservation Fund which is used solely for the administration and conducting of the
Louisiana Recreational Creel Survey (LACREEL) and the Recreational Offshore Landing
Permit (ROLP) program.

Proposed law extends the applicability date for the additional fee from May 31, 2018 to May
31, 2022.
Effective upon signature of governor or lapse of time for gubernatorial action.
