DISTRICTS/WATERWORKS: Provides relative to waterworks districts in Jefferson Davis
Parish
1 AN ACT
2To amend and reenact R.S. 33:3819(H), relative to waterworks districts in Jefferson Davis
3 Parish; to provide with respect to the per diem paid to members of the board of
4 commissioners; to provide with respect to requirements for changing such per diem;
5 and to provide for related matters.
6 Notice of intention to introduce this Act has been published
7 as provided by Article III, Section 13 of the Constitution of
8 Louisiana.
9Be it enacted by the Legislature of Louisiana:
10 Section 1. R.S. 33:3819(H) is hereby amended and reenacted to read as follows:
11 ยง3819. Meetings of commissioners; meeting place; absences; compensation

13 H. Notwithstanding the provisions of Subsection A of this Section, the
14 governing authority of Jefferson Davis Parish may authorize the treasurers of the
15 Jefferson Davis Parish Water & Sewer Commission #1 and the Jefferson Davis
16 Parish Water District #4 to pay the commissioners of the respective district a per
17 diem not to exceed one hundred fifty dollars for attending the meetings of the board
18 and the treasurer of Jefferson Davis Central Waterworks District to pay the
19 commissioners of their respective districts the district a per diem not to exceed one
20 hundred dollars for attending meetings of the board. Any increase in per diem as

1 provided for in this Subsection shall be approved by a two-thirds vote of the
2 members of the parish governing authority after public hearing, which has been
3 advertised in the official journal of the respective waterworks district on at least two
4 separate occasions within a period of fifteen days preceding the meeting at which the
5 vote is taken.

Abstract: Increases the maximum per diem for commissioners of the Jefferson Davis
Parish Water District No. 4 and the Jefferson Davis Parish Water & Sewer
Commission #1, and requires a two-thirds vote of the parish governing authority to
increase the per diem for waterworks commissioners in the parish.
Present law authorizes parishes to create waterworks districts, which have control of water
systems in their respective districts. Provides for meetings of the board of commissioners
of any such district.
Present law authorizes a per diem of up to $60 for waterworks district commissioners for
attendance at meetings for up to 24 regular meetings and 12 special meetings each year.
Present law provides for $100 as the maximum per diem for the commissioners of Jefferson
Davis Parish Water District #4 and the Jefferson Davis Central Waterworks District.
Proposed law increases to $150 the maximum per diem for the commissioners of Jefferson
Davis Parish Water District #4 and the Jefferson Davis Parish Water & Sewer Commission
#1. Retains present law regarding per diem to the Jefferson Davis Central Waterworks
District.
Proposed law, applicable to all three Jefferson Davis Parish waterworks districts, provides
that a per diem increase requires a 2/3rds vote of the parish governing authority after a public
hearing that has been advertised twice in an official journal of the district.
