HLS 18RS-361 ORIGINAL 2018 Regular Session HOUSE BILL NO. 52 BY REPRESENTATIVE MARCELLE MTR VEHICLE/LICEN PLATES: Creates the "Capitol High School" special prestige license plate 1 AN ACT 2To enact R.S. 47:463.196, relative to motor vehicle special prestige license plates; to provide 3 for the "Capitol High School" special prestige license plate; to provide for creation, 4 issuance, and design of such license plate; to provide relative to the fee and 5 distribution of fees for such plate; to authorize the promulgation of rules and 6 regulations relative to the creation and implementation of a special prestige license 7 plate; and to provide for related matters. 8Be it enacted by the Legislature of Louisiana: 9 Section 1. R.S. 47:463.196 is hereby enacted to read as follows: 10 ยง463.196. Special prestige license plate; "Capitol High School" 11 A. The secretary of the Department of Public Safety and Corrections shall 12 establish a special prestige motor vehicle license plate to be known as the "Capitol 13 High School" plate, provided there is a minimum of one thousand applicants for such 14 plate. The plate shall be restricted to use on passenger cars, pickup trucks, 15 recreational vehicles, motorcycles, and vans. 16 B. The secretary shall work in conjunction with an alumnus of Capitol High 17 School and the state representative for House District No. 61 to select the color and 18 design of the plate, provided it is in compliance with R.S. 47:463(A)(3). The special prestige license plate shall be issued, upon application, to any 2 citizen of Louisiana in the same manner as any other motor vehicle license plate. 3 D. The department shall collect an annual royalty fee of twenty-five dollars 4 that shall be disbursed in accordance with Subsection E of this Section. This fee 5 shall be in addition to the standard motor vehicle license tax imposed by Article VII, 6 Section 5 of the Constitution of Louisiana, and a handling fee of three dollars and 7 fifty cents for each plate to be retained by the department to offset a portion of 8 administrative costs. 9 E. The annual royalty fee shall be collected by the department and forwarded 10 to the Capitol High School Alumni Association. The monies received from the 11 royalty fees shall be used to renovate the Capitol High School Auditorium. 12 F. The secretary shall promulgate and adopt rules and regulations as are 13 necessary to implement the provisions of this Section.
