HLS 18RS-130 ORIGINAL 2018 Regular Session HOUSE BILL NO. 674 BY REPRESENTATIVE NORTON MTR VEHICLE/DISMANTLERS: Provides relative to the documents that an owner who sells a vehicle for scrap must present to the purchaser 1 AN ACT 2To amend and reenact R.S. 32:717(A), relative to the sale of an motor vehicle as scrap to be 3 dismantled or destroyed; to provide for an addition to the documents that must be 4 presented to sell a motor vehicle as scrap; and to provide for related matters. 5Be it enacted by the Legislature of Louisiana: 6 Section 1. R.S. 32:717(A) is hereby amended and reenacted to read as follows: 7 ยง717. Sale of motor vehicle as scrap 8 A. Any owner who sells a motor vehicle as scrap to be dismantled or 9 destroyed shall assign a certificate of title or deliver a bill of sale thereto to the 10 purchaser, whether the certificate was issued by the vehicle commissioner of this 11 state or any other state, and the purchaser shall deliver the certificate of title to the 12 commissioner with an application for a permit to dismantle such vehicle. The 13 commissioner shall thereupon issue to the purchaser a permit to dismantle the 14 vehicle, which shall authorize the purchaser to possess or transport the motor vehicle 15 or to transfer ownership thereto by an endorsement upon the permit. Present law requires an owner who sells a motor vehicle as scrap to be dismantled or destroyed to assign a certificate of title to the purchaser, regardless of whether the certificate was issued by the vehicle commissioner of this state or any other state. Proposed law modifies present law by allowing an owner to deliver a bill of sale to the purchaser in lieu of a certificate of title.
