[R.S. 1:13(B) and 24:177(E)] HB 674 Original 2018 Regular Session Norton Abstract: Allows an owner who sells a motor vehicle as scrap to deliver a bill of sale to the purchaser in lieu of a certificate of title. Present law requires an owner who sells a motor vehicle as scrap to be dismantled or destroyed to assign a certificate of title to the purchaser, regardless of whether the certificate was issued by the vehicle commissioner of this state or any other state. Proposed law modifies present law by allowing an owner to deliver a bill of sale to the purchaser in lieu of a certificate of title. (Amends R.S. 32:717(A))
