[R.S. 1:13(B) and 24:177(E)] HB 711 Original 2018 Regular Session James Abstract: Provides relative to the La. Council on the Social Status of Black Men and Boys. Present law creates the La. Council on the Social Status of Black Men and Boys within the office of the lieutenant governor to be the leading entity that provides and promotes an environment that is conducive to prosperity, success, and excellence for all black men and boys in the state. Proposed law changes council name to the La. Council on the Success of Black Men and Boys and places it within the office of the governor; otherwise retains present law. Present law provides that the council is comprised of 19 members. Proposed law provides that the council is comprised of 21 members. Proposed law retains present law regarding the following members: (1)Two members of the Senate appointed by the Senate president. (2)Two members of the House of Representatives appointed by the speaker of the House of Representatives. (3)The assistant secretary of the office of behavioral health within the La. Dept. of Health or his designee. (4)The state superintendent of education or his designee who has expertise in early childhood education. (5)The secretary of the La. Workforce Commission or his designee. (6)The deputy secretary for the office of juvenile justice or his designee. Present law provides that the following are members: (1)A representative of the La. Dept. of Children and Family Services who has expertise in the needs of children. (2)A representative of the La. Dept. of Public Safety and Corrections who has expertise in reentry or recidivism. Proposed law retains present law except to provide that such members are appointed by the secretary of the respective department. Present law provides for the chairman of the House Committee on House and Governmental Affairs and the chairman of the Senate Committee on Senate and Governmental Affairs to each appoint a representative of a religious community. Proposed law provides for the governor to appoint two representatives of religious communities. Proposed law removes the chairman of the Juvenile Justice Commission as a member and provides that the governor or his designee, rather than the lieutenant governor or his designee, is a member. Provides that the governor, rather than the lieutenant governor, appoints five members nominated by specified universities. Provides for three additional members who are representatives of community organizations or foundations appointed by the governor. Present law provides that the lieutenant governor shall appoint the chairman of the council and that the lieutenant governor shall provide staff and administrative support to the council. Proposed law provides that the governor shall fulfill such duties. Present law requires council to issue its first annual report by Feb. 1, 2009, and by Jan. 1 each following year, to state the findings, conclusions, and recommendations of the council. Proposed law changes the deadline for the first annual report to Feb. 1, 2019, and makes Jan. 15 the new deadline for stating council findings, conclusions, and recommendations. (Amends R.S. 36:4(X), the title of Ch. 18 of Title 49 of La. R.S., and R.S. 49:1211(E),1212(A), (B), (C), (D), (E) and (K) and 1213(B))
