RÉSUMÉ DIGEST ACT 103 (HB 711) 2018 Regular Session James New law changes council name to the La. Council on the Success of Black Men and Boys and places it within the office of the governor. Prior law created the La. Council on the Social Status of Black Men and Boys within the office of the lieutenant governor. Existing law provides that the council shall be the leading entity that provides and promotes an environment that is conducive to prosperity, success, and excellence for all black men and boys in the state. Prior law provided that the council is comprised of 19 members. New law provides that the council is comprised of 21 members. Existing law provides for the following members: (1)Two members of the Senate appointed by the Senate president. (2)Two members of the House of Representatives appointed by the speaker of the House of Representatives. (3)The assistant secretary of the office of behavioral health within the La. Dept. of Health or his designee. (4)The state superintendent of education or his designee who has expertise in early childhood education. (5)The secretary of the La. Workforce Commission or his designee. (6)The deputy secretary for the office of juvenile justice or his designee. (7)A representative of the La. Dept. of Children and Family Services who has expertise in the needs of children. (8)A representative of the La. Dept. of Public Safety and Corrections who has expertise in reentry or recidivism. Prior law provided for the chairman of the House Committee on House and Governmental Affairs and the chairman of the Senate Committee on Senate and Governmental Affairs to each appoint a representative of a religious community. New law provides for the governor to appoint two representatives of religious communities. New law provides for three additional members who are representatives of community organizations or foundations appointed by the governor. Prior law provided that the lieutenant governor appointed the chairman of the council, provided staff and administrative support to the council, and appointed five members nominated by specified universities. New law provides that the governor shall fulfill such duties. Prior law required council to issue its first annual report by Feb. 1, 2009, and subsequent reports by Jan. 1. New law changes the deadline for the first annual report to Feb. 1, 2019, and makes Jan. 15 the deadline for subsequent reports. Effective August 1, 2018. (Amends R.S. 36:4(X), the title of Ch. 18 of Title 49 of La. R.S. of 1950, and R.S. 49:1211(E),1212(A), (B), (C), (D), (E), and (K), and 1213(B))
