R.S. 25:373(B), (C), and (D) and 379.1(C) and (D) are hereby amended 10and reenacted to read as follows: 11 §373. Advisory board; appointment; compensation of members; terms 12 * * * 13 B. The Advisory Board of the Old State Capitol shall be composed of the 14 following members, all of whom shall have a knowledge of and interest in art, 15 history, including political history, and cultural restoration. The members of the 16 board shall be as follows: 17 (1) Two Eleven members shall be appointed by the secretary of state from 18 each Public Service Commission district. 19 (2) Five members shall be appointed by the secretary of state from the state 20 at large. HLS 18RS-1094 ORIGINAL HB NO. 717 1 (3) Two members from a list of five submitted by the president of Southern 2 University shall be appointed by the secretary of state. 3 (4)(2) The secretary of state or his designee shall be an ex officio member 4 with all powers of other members. 5 (3) The state archivist shall serve as a member. 6 C. Each appointed member shall be confirmed by the Senate and shall serve 7 a term concurrent with that of the secretary of state. The state archivist shall serve 8 during his tenure in that office. Each member shall serve until his successor is 9 appointed and takes office. 10 D. The members of the board shall serve without compensation, but they 11 shall receive their actual expenses incurred in attending any meeting of the board. 12 * * * 13 §379.1. Regional museum governing board; creation; domicile; appointment and 14 compensation of members 15 * * * 16 C.(1) The board shall be composed of the following members, all of whom 17 shall who all have a knowledge of, and an interest in, art, history, including political 18 history, and cultural restoration.: 19 (2) The board shall be composed and the members selected as follows: 20 (a) Ten members shall be appointed by the secretary of state to serve two- 21 year terms from an area composed of the following parishes: Bienville, Bossier, 22 Caddo, Claiborne, DeSoto, Lincoln, Natchitoches, Red River, Sabine, and Webster. 23 (b) One member shall be appointed by the secretary of state to serve a two- 24 year term from among the members of the Louisiana State Fair Board. 25 (c) Ten members shall be appointed by the secretary of state to serve four- 26 year terms from a list of fifteen names submitted by the Friends of the Louisiana 27 State Exhibit Museum and Discovery Center. 28 (d) The museum chief administrative officer and the museum director, if any, 29 shall each be an ex officio member of the board. Each appointed member shall be confirmed by the Senate and shall serve 5 a term concurrent with that of the secretary of state those members serving four-year 6 terms shall serve terms concurrent with the governor. A member of the Advisory Board of the Old State Capitol or the Regional 10Museum Governing Board of the Louisiana State Exhibit Museum serving on the effective 11date of this Act may serve for the remainder of his unexpired term notwithstanding the 12provisions of this Act. After the effective date of this Act, the secretary of state shall appoint 13members as needed to ensure that the number of board members is not less than that 14provided for by R.S. 25:373(B) as amended by this Act or R.S. 25:379.1(C) as amended by 15this Act as applicable. Present law provides that board membership shall be as follows: (1)Two members appointed by the secretary of state from each Public Service Commission district. (2)Five members appointed by the secretary of state from the state at large. (3)Two members appointed by the secretary of state from a list of five submitted by the president of Southern University. Proposed law provides instead that the secretary shall appoint 11 members; removes provisions for nominations and geographic restrictions on such appointments. Retains secretary and state archivist as ex officio members. Present law provides that board members shall serve without compensation but shall receive their actual expenses incurred in attending any meeting of the board. Proposed law deletes provision for payment of meeting expenses; otherwise retains present law. Present law (R.S. 25:379.1) provides for the creation of the Regional Museum Governing Bd. of the La. State Exhibit Museum within the Dept. of State. Requires that members have a knowledge of and interest in art, history, including political history, and cultural restoration. Proposed law retains present law. Proposed law provides that the board shall be comprised of the following members: (1)10 members appointed by the secretary of state to serve two-year terms from the following parishes: Bienville, Bossier, Caddo, Claiborne, DeSoto, Lincoln, Natchitoches, Red River, Sabine, and Webster. (2)One member appointed by the secretary of state to serve a two-year term from among the members of the La. State Fair Bd. Also replaces the museum chief administrative officer and the museum director with the secretary of state or his designee and the state archivist as ex officio members of the board. Present law provides that each appointed member shall be confirmed by the Senate. Further provides that those members serving four-year terms shall serve terms concurrent with the governor. Proposed law provides that each appointed member serve a term concurrent with that of the secretary of state; otherwise retains present law. Authorizes board members serving on the effective date of proposed law to serve for the remainder of their unexpired terms. Requires the secretary of state to appoint members as needed to ensure that board membership is at least that provided by proposed law.
