ENROLLED ACT No. 439 2018 Regular Session HOUSE BILL NO. 717 BY REPRESENTATIVE IVEY 1 AN ACT 2 To amend and reenact R.S. 25:373(B), (C), and (D) and 379.1(C) and (D), relative to the 3 Department of State; to provide relative to the Advisory Board of the Old State 4 Capitol; to provide relative to the Regional Museum Governing Board of the 5 Louisiana State Exhibit Museum; to provide relative to board membership, 6 compensation, and terms of board members for both boards; and to provide for 7 related matters. 8 Be it enacted by the Legislature of Louisiana: 9 Section 1. R.S. 25:373(B), (C), and (D) and 379.1(C) and (D) are hereby amended 10 and reenacted to read as follows: 11 §373. Advisory board; appointment; compensation of members; terms 12 * * * 13 B. The Advisory Board of the Old State Capitol shall be composed of the 14 following members, all of whom shall have a knowledge of and interest in art, 15 history, including political history, and cultural restoration. The members of the 16 board shall be as follows: 17 (1) Two Eleven members shall be appointed by the secretary of state from 18 each Public Service Commission district. 19 (2) Five members shall be appointed by the secretary of state from the state 20 at large. 21 (3) Two members from a list of five submitted by the president of Southern 22 University shall be appointed by the secretary of state. HB NO. 717 ENROLLED 1 (4)(2) The secretary of state or his designee shall be an ex officio member 2 serve as a member with all powers of other members. 3 (3) The state archivist shall serve as a member. 4 C. Each appointed member shall be confirmed by the Senate and shall serve 5 a term concurrent with that of the secretary of state. The state archivist shall serve 6 during his tenure in that office. Each member shall serve until his successor is 7 appointed and takes office. 8 D. The members of the board shall serve without compensation, but they 9 shall receive their actual expenses incurred in attending any meeting of the board. 10 * * * 11 §379.1. Regional museum governing board; creation; domicile; appointment and 12 compensation of members 13 * * * 14 C.(1) The board shall be composed of the following members, all of whom 15 shall who all have a knowledge of, and an interest in, art, history, including political 16 history, and cultural restoration.: 17 (2) The board shall be composed and the members selected as follows: 18 (a) Ten members shall be appointed by the secretary of state to serve two- 19 year terms from an area composed of the following parishes: Bienville, Bossier, 20 Caddo, Claiborne, DeSoto, Lincoln, Natchitoches, Red River, Sabine, and Webster. 21 (b) One member shall be appointed by the secretary of state to serve a two- 22 year term from among the members of the Louisiana State Fair Board. 23 (c) Ten members shall be appointed by the secretary of state to serve four- 24 year terms from a list of fifteen names submitted by the Friends of the Louisiana 25 State Exhibit Museum and Discovery Center. 26 (d) The museum chief administrative officer and the museum director, if any, 27 shall each be an ex officio member of the board. 28 (1) Eleven members shall be appointed by the secretary of state. 29 (2) The secretary of state or his designee shall serve as a member. 30 (3) The state archivist shall serve as a member. Each appointed member shall be confirmed by the Senate and shall serve 2 a term concurrent with that of the secretary of state those members serving four-year 3 terms shall serve terms concurrent with the governor. Each member shall serve until 4 his successor is appointed and takes office. 5 * * * 6 Section 2. A member of the Advisory Board of the Old State Capitol or the Regional 7 Museum Governing Board of the Louisiana State Exhibit Museum serving on the effective 8 date of this Act may serve for the remainder of his unexpired term notwithstanding the 9 provisions of this Act. After the effective date of this Act, the secretary of state shall appoint 10 members as needed to ensure that the number of board members is not less than that 11 provided for by R.S. 25:373(B) as amended by this Act or R.S. 25:379.1(C) as amended by 12 this Act as applicable.
