RÉSUMÉ DIGEST ACT 439 (HB 717) 2018 Regular Session Ivey Existing law creates and provides for the Advisory Bd. of the Old State Capitol in the Dept. of State. Existing law provides that board membership includes the secretary of state or his designee and the state archivist. Prior law provided that board membership included the following members: (1)Two members appointed by the secretary of state from each Public Service Commission district. (2)Five members appointed by the secretary of state from the state at large. (3)Two members appointed by the secretary of state from a list of five submitted by the president of Southern University. New law provides that the secretary shall appoint 11 members without nominations or geographic restrictions on such appointments. Existing law provides that board members shall serve without compensation. Prior law provided that board members shall receive their actual expenses incurred in attending any meeting of the board. New law deletes provision for payment of meeting expenses. Existing law provides for the creation of the Regional Museum Governing Bd. of the La. State Exhibit Museum within the Dept. of State. Prior law provided that the board was comprised of the following members: (1)10 members appointed by the secretary of state from the following parishes: Bienville, Bossier, Caddo, Claiborne, DeSoto, Lincoln, Natchitoches, Red River, Sabine, and Webster. (2)One member appointed by the secretary of state from among the members of the La. State Fair Bd. (3)10 members appointed by the secretary of state from a list of 15 names submitted by the Friends of the La. State Exhibit Museum and Discovery Center. (4)The museum chief administrative officer and the museum director, if any, were ex officio members. New law provides that the secretary shall appoint 11 members without nomination or other restrictions on such appointments. Also replaces the museum chief administrative officer and the museum director with the secretary of state or his designee and the state archivist. Authorizes board members serving on the effective date of new law to serve for the remainder of their unexpired terms. Requires the secretary of state to appoint members as needed to ensure that board membership is at least that provided by new law. Effective August 1, 2018.
