HB 832 Reengrossed 2018 Regular Session	Gisclair
Abstract:  Clarifies that proof of general liability insurance, motor vehicle liability insurance, and
workers compensation coverage is required for the registration of escort vehicles.
Present law requires each company that operates an escort service in this state and is domiciled in
this state register annually with the secretary.
Proposed law removes the specification of applicability to those escort companies domiciled in La.
and instead makes present law applicable to all escort services operating in La.
Present law requires that each application for registration of an escort vehicle be accompanied by
proof that each vehicle operated in this state by the applicant is insured in the same amount as is
required for escort companies which are domiciled in this state.
Proposed law removes present law and instead requires proof of general liability insurance, motor
vehicle liability insurance, and workers compensation coverage, each providing for a minimum of
$500,000 in liability coverage.
(Amends R.S. 32:387.1(B)(1) and (2)(b))
Summary of Amendments Adopted by House
The Committee Amendments Proposed by House Committee on Transportation, Highways and
Public Works to the original bill:
1. Make technical changes.
2. Clarify that each company that operates an escort service in the state must register
annually with the secretary.
3. Clarify that each application for registration must be accompanied by proof of
commercial liability insurance and commercial motor vehicle insurance, each providing
for a minimum of $500,000 in liability coverage.
4. Remove the federal hours of service requirement for each company that operates an
escort service in this state. The House Floor Amendments to the engrossed bill:
1. Make technical changes.
2. Change the proof of insurance requirements for escort vehicles from commercial liability
insurance and commercial motor vehicle insurance to general liability insurance, motor
vehicle liability insurance, and workers compensation coverage.
