RÉSUMÉ DIGEST ACT 704 (HB 837) 2018 Regular Session Marcelle Existing law creates and authorizes parish governments to create neighborhood improvement districts variously designated as crime prevention districts, security districts, improvement districts, and similar designations. New law provides relative to crime prevention districts. New law authorizes, subject to voter approval, a crime prevention district to use proceeds of a parcel fee to provide for the beautification of public spaces and to encourage beautification of private spaces. New law provides that the district shall indemnify its officers and board members and that, as permitted by existing law, a board member is not individually liable for any act or omission arising out of performance of his duties. New law authorizes a crime prevention district to: (1)Purchase or lease items and supplies. (2)Procure and maintain liability insurance against liability of a board member in his service or actions as a board member. (3)Solicit, accept, and expend additional voluntary contributions and grants. New law provides that if the parish in which the district is located has imposed a parcel fee to fund the district, the parish may delegate to the district the authority to impose the fee. Further provides that if the parish does so, the district's budget shall not be subject to approval of the parish governing authority and the sheriff or other tax collector shall remit amounts collected directly to the district.
