RÉSUMÉ DIGEST ACT 537 (HB 84) 2018 Regular Session Havard Existing law authorizes the governor, upon determining that it is appropriate and in furtherance of the rehabilitation and training of inmates, may, by executive order, authorize the use of inmates of a penal or correctional facility owned by the state of Louisiana for necessary labor in connection with a particular capital construction project on the grounds of the facility, when certain cost requirements are met. For purposes of existing law, "penal or correctional facility" means any location at which inmates are housed on a permanent basis. New law extends the governor's authority to authorize the use of inmates to perform necessary labor for certain projects on the grounds and facilities within the state capitol complex and at any administrative building or facility which provides management or support services to the penal or correctional facility, including the headquarters of the Dept. of Public Safety and Corrections.
