AIRCRAFT/AIRPORTS: Provides relative to free parking for disabled veterans at airports
Report rejects Senate amendments which would have:
1. Authorized an air carrier airport that has parking facilities financed through a Federal
Aviation Authority Airport Improvement grant to deny free airport parking to disabled
veterans with a service-connected disability until the airport submits a veteran parking plan
to the Federal Aviation Authority and the plan is approved.
Report amends the bill to:
1. Specify that in order to qualify for an airport parking exemption a disabled veteran must
provide proof of a service-connected disability of fifty percent or more.
2. Clarify that the certificate completed by the Louisiana Department of Veterans Affairs, as
proof of disability, must certify that the disabled veteran has a service-connected disability
of fifty percent or more.
Digest of the bill as proposed by the Conference Committee
Present law provides free parking for a disabled veteran, his conveyance, and his passengers at any
air carrier airport if the veteran provides proof of his disability in the form of a military honor license
plate or a disabled veteran identification card.
Proposed law specifies that free parking at air carrier airports is authorized for any disabled veteran,
his conveyance, and his passengers at any air carrier airport if the veteran provides proof of his
service-connected disability of 50% or more in the form of a military honor license plate or a
completed certificate from the La. Dept. of Veterans Affairs certifying that the disabled veteran has
a service-connected disability of 50% or more, as determined by the U.S. Dept. of Veterans Affairs.
