REAPPORTIONMENT/JUDGES:  Provides for election sections for the election of judges
to the Thirty-Second Judicial District Court
1	AN ACT
2To amend and reenact R.S. 13:477(32) and 621.32, relative to the Thirty-Second Judicial
3 District; to provide for election sections for the Thirty-Second Judicial District; to
4 provide for the assignment of judgeships for election purposes; and to provide for
5 related matters.
6Be it enacted by the Legislature of Louisiana:
7 Section 1.  R.S. 13:477(32) and 621.32 are hereby amended and reenacted to read as
8follows: 
9 §477.  Judicial districts
10	There shall be forty-one judicial districts in the state and each district shall
11 be composed as follows:

13	(32)  The parish of Terrebonne shall compose the Thirty-Second District. 
14 The Thirty-Second District shall consist of five election sections.
15	(a)  Election section one shall consist of that portion of Precinct 1 bounded
16 on the north by the Terrebonne Parish boundary, on the south by Waterplant Road,
17 on the east by the Terrebonne Parish boundary, and on the west by State Route 24;
18 that portion of Precinct 5 bounded on the north by Jolie Oaks Boulevard, on the
19 south by the Southern Pacific Railway, on the east by St. Louis Bayou, and on the
20 west by State Route 20 and Terrebonne Bayou and that portion of Precinct 5

1 bounded on the north by Parish Road 28 and a canal north of Highway 90, on the
2 south by a powerline north of Bull Run Road, Bull Run Road, and a canal east of
3 Ellendale Court, on the east by Ouiski Bayou and a canal north of Ouiski Bayou, and
4 on the west by the Terrebonne Lafourche Canal and a canal south of Bull Run Road;
5 Precinct 7; that portion of Precinct 8 bounded on the north by Waterplant Road, on
6 the south by Highway 90, on the east by the Terrebonne Parish boundary, and on the
7 west by the St. Louis Bayou and Bayou Blue Bypass Road; Precincts 23 and 31; that

12 the Texas and New Orleans Railway, Bayou Carpe, Dunn Street, Center Street,
13 Aycock Street, Gabasse Street, Roussell Street, and Goode Street, and on the west
14 by State Route 311, Barrow Street, Grinage Street, and Lafayette Street; Precincts
15 48 and 49; that portion of Precinct 52  bounded on the north by the Texas and New
16 Orleans Railway, on the south by Bayou Pelton and Bayou Grand Caillou, on the
17 east by a local road west of Bayou Grand Caillou, Denley Road, and State Route 57,
18 and on the west by South Van Ave and the Intercoastal Waterway; that portion of
19 Precinct 59 bounded on the north by Prospect Boulevard, on the south by a canal
20 south of Presque Isle Drive, on the east by State Route 24, and on the west by Bayou
21 Chauvin; that portion of Precinct 65 bounded on the north by Donner Canal, on the
22 south by a drainage canal east of Bayou Black, on the east by a pipeline canal south
23 of Donner Canal, and on the west by Bayou Black; that portion of Precinct 66
24 bounded on the north by Bayou Black and a canal east of Marina Drive, on the south
25 by Pipeline Canal, on the east by Minors Canal, and on the west by a canal west of
26 Piquant Bayou; Precincts 67 and 71; that portion of Precinct 72 bounded on the north
27 by the Intercoastal Waterway, on the south by a canal south of the Duplantis Canal,
28 on the east by a canal south of Tulip Drive and Bayou du Large, and on the west by
29 Minors Canal; Precinct 78; that portion of Precinct 103 bounded on the north by

1 State Route 24, on the south by Terrebonne Bayou, on the east by Olympe Drive, and
2 on the west by Prospect Boulevard; Precinct 109; that portion of Precinct 111
3 bounded on the north by a canal north of James Road and Bushnell Road, on the
4 south by the St. Louis Canal, Mozart Street and American Street, on the east by
5 Bayou Chauvin, and on the west by Delaney Road, State Route 57, and a canal south
6 of Vickki Drive; and Precinct 115 of Terrebonne Parish.
7	(b)  Election section two shall consist of that portion of Precinct 8 bounded
8 on the north by Waterplant Road, on the south by Highway 90, on the east by the
9 Terrebonne Parish boundary, and on the west by the St. Louis Bayou and Bayou
10 Blue Bypass Road; and Precincts  9, 14, 15, 16, 45, 51, 68, 69, 74, 82, 83, 84, 85, 90,
11 95, and 116 of Terrebonne Parish.
12	(c) Election section three shall consist of that portion of Precinct 1 bounded
13 on the north by the Terrebonne Parish boundary, on the south by Elizabeth Street,
14 Fieldcrest Street,  and Clifton Road, on the east by State Route 20, and on the west
15 by the Terrebonne Parish boundary and that portion of Precinct 1 bounded on the
16 north by Clausen Street, on the south by Waterplant Street, on the east by St. Louis
17 Bayou, and on the west by State Route 24; Precinct 4; that portion of Precinct 5
18 bounded on the north by the Southern Pacific Railway and Clara Street, on the south
19 by St. Bridget Road, on the east by State Route 659 and State Route 24 (West Park
20 Ave), and on the west by State Route 24 (West Main Street) and a canal south of Isle
21 of Cuba Road and that portion of Precinct 5 bounded on the north by Fieldcrest Dr
22 and Elizabeth Street, on the south by Devil Swamp Road and Nora T Lane, on the
23 east by Bayou Terrebonne, and on the west by Project Road and Brandon Reed Lane;
24 that portion of Precinct 52 bounded on the north by Bayou Pelton, Bayou Grand
25 Caillou, Mozart Drive, American Avenue, Fresno Drive, and the St. Louis Canal, on
26 the south by Pipeline Canal and Bayou Provost, on the east by Bayou Chauvin and
27 Bayou Grand Caillou, and on the west by the Intercoastal Waterway; Precincts 53
28 and 54; that portion of Precinct 59 bounded on the north by a canal south of Presque
29 Isle Drive, on the south by Highway 58 and the Boudreaux Canal, on the east by

2 60, 61, 63, and 64; that portion of Precinct 65 bounded on the north by Parish Road
3 30, on the south by a canal north of Jarvis Street and a tributary of Bayou Cocodrie,
4 on the east by Bayou Black and a pipeline canal east of Bayou Black, and on the
5 west by Bayou Black, a pipeline south of Black Water Court, and a tributary north
6 of Bayou Cocodrie; that portion of Precinct 66 bounded on the north by the
7 Terrebonne Parish boundary, on the south by Willow Bayou and the Pipeline Canal,
8 on the east by a canal west of Piquant Bayou, Bayou Black, and Parish Road 30, and
9 on the west by the Terrebonne Parish boundary; that portion of Precinct 72 bounded
10 on the north by a canal south of the Duplantis Canal and Bayou Pelton, on the south

12 Waterway, and on the west by Minors Canal; Precincts 73, 76, 81, and 110; that
13 portion of Precinct 111 bounded on the north by Boundary Road and East Woodlawn
14 Ranch Road, on the south by a canal south of Jim Bowie Road, on the east by Bayou
15 Chauvin, and on the west by Bayou Grand Caillou; and Precinct 112 of Terrebonne
16 Parish.
17	(d)  Election section four shall consist of  Precincts 10, 11, 12, 13, 17, 18, 19,
18 and 20; that portion of Precinct 21 bounded on the north by a canal south of North
19 Hollywood Road, on the south by Jefferson Davis Street and 6th Street, on the east
20 by State Route 182, and on the west by the St. Louis Canal and Morrison Avenue;
21 and Precincts 25, 27, 86, 87, and 99 of Terrebonne Parish.
22	(e) Election section five shall consist of that portion of Precinct 21 bounded
23 on the north by the Caro Canal, on the south by Terrebonne Bayou, on the east by the
24 Intercoastal Waterway, and on the west by State Route 182; Precincts 29 and 32; that
25 portion of Precinct 34 bounded on the north by Buron Street, Furman Street, Morris
26 Street, and Effie Street, on the south by Plant Road and Sylvia Street, on the east by
27 Howard Avenue, and on the west by Leona Street and State Route 57; Precincts 38,
28 40, 41, and 43; that portion of Precinct 46 bounded on the north by High Street, on
29 the south by Glynn Ave, on the east by the Intercoastal Waterway and a canal north

1 of Vivan Street, and on the west by the Texas and New Orleans Railway, Bayou
2 Carpe, Dunn Street, Center Street, Aycock Street,  and Gabasse Street; Precincts 55,
3 56, 57, 58, 88, and 89; that portion of Precinct 103 bounded on the north by the
4 Terrebonne Parish boundary, on the south by Terrebonne Bayou, State Route 24,
5 Barre Road, Rhonda Annette Court, and Gibbons Road, on the east by Prospect
6 Boulevard, and on the west by State Route 182; and Precincts 105, 106, 107, and 118
7 of Terrebonne Parish.

9 §621.32.  Thirty-Second Judicial District 
10	The Thirty-Second Judicial District Court shall have five judges.   One judge
11 shall be elected from election section one, one judge shall be elected from election
12 section two, one judge shall be elected from election section three, one judge shall
13 be elected from election section four, and one judge shall be elected from election
14 section five.
15 Section 2.(A) The first vacancy created by the death, resignation, retirement, or
16removal of a judge of the Thirty-Second  Judicial District occurring after the effective date
17of this Act and prior to the opening of the qualifying period for the regularly scheduled
18elections for judgeships in the Thirty-Second Judicial District in 2020 shall be filled by an
19election held in election section one. Such judgeship shall thereafter be assigned to election
20section one for election purposes, and the remaining judgeships shall be assigned to the four
21remaining election sections in the alphabetical order of the divisions.
22 (B)  If no vacancy occurs in a judgeship of the Thirty-Second Judicial District prior
23to the opening of the qualifying period for the regularly scheduled elections for judgeships
24in the Thirty-Second Judicial District in 2020, then the judgeship designated on the effective
25date of this Act as division "A" of the Thirty-Second Judicial District Court shall be assigned
26to election section one for election purposes, the judgeship designated on the effective date
27of this Act as division "B" of the Thirty-Second Judicial District Court shall be assigned to
28election section two for election purposes, the judgeship designated on the effective date of
29this Act as division "C" of the Thirty-Second Judicial District Court shall be assigned to

1election section three for election purposes, the judgeship designated on the effective date
2of this Act as division "D" of the Thirty-Second Judicial District Court shall be assigned to
3election section four for election purposes, and the judgeship designated on the effective date
4of this Act as division "E" of the Thirty-Second Judicial District Court shall be assigned to
5election section five for election purposes.
6 (C)  A candidate for  judge of the Thirty-Second Judicial Court shall meet all of the
7qualifications provided by law for a judge of the Thirty-Second Judicial District Court.  A
8candidate for a judgeship elected by an election section in the Thirty-Second Judicial District
9need only be a resident of the judicial district.  The provisions of this Act shall not be
10construed in any manner to decrease the term of any judge serving on the effective date of
11this Act or to prohibit any judge from seeking reelection in any division of the court.
12 Section 3.(A)  The precincts for the Parish of Terrebonne referenced in this Act are
13those contained in the file named "2017 Precinct Shapefiles" published on the Louisiana
14House of Representatives website.  The 2017 Precinct Shapefiles are based upon those
15Voting Districts (VTDs) contained in the 2010 Census Redistricting TIGER/Line Shapefiles
16for the State of Louisiana as those files have been modified by the staff of the Legislature
17of Louisiana to represent precinct changes submitted through June 27, 2017, to the
18Legislature of Louisiana by parish governing authorities pursuant to the provisions of R.S.
1918:532 and 532.1.
20 (B)  When a precinct referenced in this Act has been subdivided by action of the
21parish governing authority on a nongeographic basis or subdivided by action of the parish
22governing authority on a geographic basis in accordance with the provisions of R.S.
2318:532.1, the enumeration in this Act of the general precinct designation shall include all
24nongeographic and all geographic subdivisions thereof, however such subdivisions may be
25designated.  The territorial limits of the election sections as provided in this Act shall
26continue in effect without change regardless of any changes made to the precincts by the
27parish governing authority.
28 Section 4.  This Act shall become effective upon signature by the governor or, if not
29signed by the governor, upon expiration of the time for bills to become law without signature

1by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana.  If
2vetoed by the governor and subsequently approved by the legislature, this Act shall become
3effective on the day following such approval.

Abstract: Provides for five election sections for the 32nd Judicial District.
Statistical summaries of proposed law as well as maps illustrating proposed election
section boundaries accompany this digest. (Attached to hard copies of the bill

Present law provides that the parish of Terrebonne shall compose the 32nd Judicial District. 
Provides that the district shall have five judges.
Proposed law creates five election sections in the 32nd Judicial District.  Provides that one
judge shall be elected from each election section.  Provides that the first vacancy occurring
in the 32
nd
 Judicial District after the effective date of proposed law shall be filled by an
election held in election section one, and the remaining judgeships shall be assigned to the
four remaining election sections in the alphabetical order of the divisions.  Provides,
however, if no vacancy occurs before the opening of qualifying for the regularly scheduled
elections occurring in 2020, then for election purposes,  division "A" shall be assigned to
election section one, division "B" shall be assigned to election section two, division "C" shall
be assigned to election section three,  division "D" shall be assigned to election section four,
and division "E" shall be assigned to election section five.
Proposed law provides that it shall not reduce the term of office of any judge of the 32nd
Judicial District or prohibit any judge from seeking reelection in any division of the court.
Proposed law specifies that precincts referenced in district descriptions in proposed law are
those contained in the file named "2017 Precinct Shapefiles" published on the La. House of
Representatives website.  Specifies that the 2017 Precinct Shapefiles are based upon those
Voting Districts (VTDs) contained in the 2010 Census Redistricting TIGER/Line Shapefiles
for the state of La. as those files have been modified by the staff of the legislature to
represent precinct changes submitted through June 27, 2017, to the legislature by parish
governing authorities pursuant to the provisions of present law (R.S. 18:532 and 532.1).
Proposed law additionally provides that when a precinct is subdivided on a nongeographic
or geographic basis under present law (R.S. 18:532.1), the general precinct designation in
the district description includes all nongeographic and geographic subdivisions of the
precinct, and specifies that the territorial limits of the election sections as provided in
proposed law shall continue in effect without change regardless of any changes made to the
precincts by the parish governing authority.
